Position Purpose

Provides leadership for the district's College, Career, and Military Readiness (CCMR) and Advanced Academics portfolio, ensuring a coherent, outcomes-driven system that prepares all students for postsecondary success. Oversees the design, alignment, and performance of key divisions, including Career Pathways and Industry-Based Certifications; Early College, Dual Credit, and TSI Readiness; Advanced Academics and Gifted and Talented; and JROTC and Military Readiness.

Ensures all programs are aligned to state accountability expectations and Outcomes-Based Funding (OBF), and that students are intentionally placed into rigorous pathways, persist, and successfully complete them. Drives systemwide coherence across programs, eliminates fragmented offerings, and ensures strong alignment between instruction, advising, and postsecondary outcomes.

Supervises Directors and holds the division accountable for measurable CCMR outcomes at scale, including college readiness, credential attainment, advanced academic success, and military readiness, in alignment with the district's strategic priorities and commitment to economic mobility for all students.

 

ESSENTIAL JOB FUNCTIONS

 

  • Provides direction for the district's CCMR and Advanced Academics portfolio, ensuring alignment to district priorities, state accountability systems, and student outcome goals.
  • Oversees the design, alignment, and continuous improvement of Career Pathways and Industry-Based Certifications; Early College, Dual Credit, and TSI Readiness; Advanced Academics and Gifted and Talented; and JROTC and Military Readiness.
  • Ensures all programs operate as a coherent, outcomes-driven system, aligned to postsecondary success and economic mobility, eliminating fragmented or low-impact offerings.
  • Owns district performance on CCMR indicators and Outcomes-Based Funding (OBF), including college readiness, credential attainment, advanced academic success, and military readiness.
  • Uses student-level and system-level data to identify trends, gaps, and risks, and directs systemwide action to improve outcomes at scale.
  • Establishes performance systems to ensure students are intentionally placed into pathways, persist, and successfully complete them.
  • Establishes and oversees data systems and routines that enable real-time identification of gaps in CCMR performance and ensures timely, targeted action to improve student outcomes.
  • Directs strategies to improve access, equity, recruitment, retention, and completion across all CCMR and Advanced Academics pathways.
  • Ensures consistent implementation, fidelity, and quality across campuses through clear expectations, monitoring systems, and accountability structures.
  • Supervises, develops, and evaluates Directors, ensuring strong execution, performance management, and a high-performance culture focused on results and continuous improvement.
  • Aligns work across departments to ensure coordination between instruction, advising, and postsecondary pathways.
  • Directs cross-functional collaboration with Curriculum & Instruction and other departments to ensure alignment between instructional materials, teaching practices, and CCMR outcomes.
  • Engages instructional staff in evaluating and selecting tools and materials aligned to rigorous pathway implementation and student success.
  • Ensures the design and delivery of high-quality professional learning, including support for teachers and pathway-aligned instructional practices.
  • Develops, establishes, and maintains partnerships with higher education institutions, workforce partners, and community stakeholders to strengthen pathways and expand student opportunities.
  • Ensures compliance with PEIMS, state accountability requirements, grant requirements, and applicable state and federal regulations, aligned to program goals and outcomes.
  • Oversees data systems, reporting, and documentation to ensure accuracy, transparency, and alignment to accountability expectations.
  • Directs development and management of budgets, staffing, and resources aligned to CCMR and Advanced Academics priorities.
  • Oversees procurement and allocation of program resources to ensure effective implementation across campuses.
  • Participates in district-level decision-making to establish and monitor strategic goals and long-range plans for instructional programs and postsecondary readiness.
  • Communicates progress, outcomes, and strategic recommendations to executive leadership and key stakeholders.
  • Maintains strong relationships with principals, teachers, staff, parents, and community partners to support program success.
  • Performs all other duties as assigned in alignment with district priorities and Board policies.

  • Knowledge of CCMR accountability systems and Outcomes-Based Funding (OBF), including how college readiness, career pathways, advanced academics, and credential attainment drive district performance.
  • Knowledge of Advanced Academics, Gifted and Talented, Dual Credit, Early College, TSI readiness, Career Pathways, and Industry-Based Certifications, and how these systems integrate to drive postsecondary success.
  • Knowledge of designing and implementing coherent, rigorous pathways aligned to postsecondary success and economic mobility.
  • Knowledge of student recruitment, access, retention, and persistence strategies to ensure successful completion of CCMR pathways.
  • Knowledge of highly effective instructional practices and teacher development systems, including CTE and advanced academic program delivery.
  • Knowledge of state graduation requirements, endorsements, certifications, and postsecondary pathways.
  • Knowledge of PEIMS, state accountability systems, grant requirements, and applicable state and federal regulations.
  • Knowledge of labor market trends, workforce alignment, and cross-sector partnerships that strengthen student pathways.
  • Knowledge of budget development and resource allocation aligned to strategic priorities.
  • Skill in directing and aligning complex, multi-division systems and initiatives across a large urban school district.
  • Skill in data literacy and performance management, including designing systems to run reports, analyze student- and system-level data, identify real-time gaps, and drive immediate, targeted action.
  • Skill in analyzing CCMR, advanced academics, and pathway data to improve outcomes at scale.
  • Skill in supervising, developing, and performance managing staff, including building a high-performance culture focused on results, accountability, and continuous improvement.
  • Skill in strategic planning, program evaluation, and system design for large-scale implementation.
  • Skill in coordinating cross-functional work across instruction, counseling, CCMR programs, and external partners.
  • Skill in designing and directing professional learning systems that strengthen teacher effectiveness and program implementation.
  • Skill in managing complex budgets, resources, and competing priorities with strong execution and organizational discipline.
  • Skill in communicating effectively with executive leadership, the Board, and internal and external stakeholders.
  • Ability to ensure systemwide coherence, consistency, and fidelity across all CCMR and Advanced Academics programs.
  • Ability to use data to drive decision-making and measurable improvements in student outcomes at scale.
  • Ability to align strategy, people, and resources to achieve CCMR and OBF outcomes.

  • Ability to work flexible hours, including evenings and weekends, as needed to support district initiatives and programs.

 

Travel Requirements

  • Travels to school district buildings and professional meetings as required; some state wide travel may be required.

  • Tools/Equipment Used: Standard office equipment, including computer, peripherals, and interactive visual display panels.
  • Posture: Moderate standing and walking; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching; moderate walking.

  • Attendance: Regular and punctual attendance at the worksite is required for this position.

Minimum Required Qualifications

  • Education:
    • Bachelor's degree required.
    • Master's degree in a related field preferred.
  • Certification/License:
    • Eligible for a Valid Texas Teaching Certification preferred;
    • Valid Texas Mid-Management or Principal Certification preferred.
  • Experience:
    • Minimum of 7 years of professional experience in education, workforce development, postsecondary access, or a related field required, including a combination of classroom, campus, central office, or nonprofit leadership experience required.
    • Demonstrated leadership experience at the campus, district, or organizational level required (e.g., Principal, Assistant Principal, Director, Coordinator, or nonprofit/program leadership), with responsibility for leading teams and driving program implementation required.
    • Demonstrated and verifiable track record of improving student outcomes aligned to rigorous CCMR indicators, including college readiness, credential attainment, or postsecondary success, required.
    • Experience in Career Pathways, Industry-Based Certifications, College & Career Readiness, Advanced Academics, or a closely related function required.
    • Experience working with diverse student populations, particularly in a large urban school district, preferred.
