POSITION: Supervisor of Maintenance-Custodial Services / Environmental and Health
IMMEDIATE SUPERVISOR: Executive Director Maintenance
FLSA STATUS: Exempt
EMPLOYMENT TERM: 261 days annually
SALARY: Pay Grade H3
EVALUATION: Performance in this position will be evaluated annually by the Executive Director of Maintenance.
JOB SUMMARY:Supervise custodian program to ensure clean, orderly, and attractive conditions of buildings and grounds for all Board of Education property. To plan, initiate, and coordinate the most effective Environmental and Health maintenance system by maintaining accurate records, evaluation of both employees and equipment, and working with parents, regulatory agencies, Maintenance employees and school personnel in solving problems; thus insuring a healthy environment for the students and staff of Kanawha County Schools. Assist in selecting school maintenance personnel as needed. Responsible for routine training of employees, maintain records and develop reports as needed, relay instructions to Maintenance staff, and promote good relationship with parents, public, principals and other employees.
GENERAL PERFORMANCE REQUIREMENTS AND RESPONSIBILITIES:
An employee working for Kanawha County Schools is expected to comply with all the Kanawha County Schools Policies and Procedures, including maintaining regular attendance and completing all required training. Employees are required to follow all safety rules to maintain a safe workplace.
PERFORMANCE RESPONSIBILITIES: Essential Job Duties.
Establishes standards and procedures for work of custodial staff and plans work schedules to ensure adequate service.
Inspects and evaluates physical condition of School Facilities, and submits to management recommendations for painting, repairs, relocation of equipment, and reallocation of space.
Periodically inventories supplies and equipment.
Reads trade journals to keep informed of new and improved cleaning methods, products, supplies, and equipment.
Organizes and directs departmental training programs, resolves personnel problems, recommends new employees, works cooperatively with Principals in evaluating custodial staff.
Maintains records and prepares periodic activity and personnel reports for review by management.
Coordinates activities with those of other departments.
May evaluate records to forecast department personnel requirements and to prepare budget.
May perform cleaning duties or other duties as assigned in cases of emergency or staff shortage.
Works flexible hours to enable interaction with and supervision of custodial staff on various shifts.
On Call as needed. (Overtime Exempt Position)
- Serves as Foreman of the Environmental and Health Team for the Maintenance Department.
- Reviews reports for Inspections, Sampling and Lab results.
- Serves as a member of the county Maintenance Department.
- Environmental reports; Tier II, Hazardous Waste, and Storm Water Management.
- Asbestos Management Plans, Lead Management Plans, Pest Management Plans and Mold Management.
- Recommends Maintenance needs to the Executive Director for Maintenance.
- Represents the Executive Director or Maintenance Office as requested.
- Works with parents and school personnel in solving Environmental and Health problems.
- Works with the Maintenance Office in emergency situations.
- Keeps current statistics necessary for Board Reports and reference.
- Works with principals in developing E&H procedures and dealing with opportunities.
- Assists in employee and public relations and E&H investigation by going to the scene. (Taking pictures, limited monitoring, etc.)
- Meets regularly with Executive Director and other supervisors in the Maintenance Office.
- Utilizes self-appraisal for the improvement of administrative skills.
- Demonstrates unbiased attitudes in fulfilling administrative responsibilities.
- Follows all safety rules and regulations and uses prescribed personal protective equipment.
- Ability to schedule employee work assignment in an efficient manner.
Ability to interpret and dispense verbal and written instructions.
Ability to be an Asbestos Supervisor.
- Ability to design, set-up and teach various training and in-service activities for custodial staff.
- Ability to solve problems and provide assistance to custodial staff.
- Ability to work with Regulatory Agencies.
- Knowledge of planning and scheduling projects.
- Knowledgeable in the maintenance of schools.
- Knowledge and ability to plan Maintenance Services safely, effectively and efficiently.
- Ability to develop and initiate an effective Maintenance schedule.
- Ability to work with parents and school personnel in solving problems and to meet emergency situations.
All other duties as assigned.

QUALIFICATIONS:
- High School diploma or equivalent, pursuant to WV Code �18A-2-5; Criminal background check conducted pursuant to WV Code �18-5-15c;
- Meet the definition of "Qualifications" in WV Code �18A-4-8b; demonstrated competency, pursuant to WV Code �18A-4-8e (state-approved competency test) as required.
- A minimum of five years' significant supervisory experience, or a two-year degree and two years' significant supervisory experience, or a four-year degree. (A minimum of a two-year degree preferred).
- Strong supervisory and communication skills as well as knowledge related to custodian responsibilities.
- A thorough knowledge of occupational hazards and safety precautions of the trades is required. Previous supervisory experience preferred.
Must have successfully completed or be willing to complete the KCS Supervisor Training Program.
A valid Asbestos Supervisor certification is required. Must successfully complete the Asbestos Inspectors and Management Planner's Certification.
Needs a minimum of five (5) years of maintenance experience or similar experience.
Must have maintenance knowledge and strong communication skills to provide services effectively and efficiently.
Supervisor means skilled personnel not defined as professional personnel or professional educators in section one (�18A-1-1), article one of this chapter.
