PAY RANGE: $22.00 - $28.00/Hour, Based on Experience

CIVIL SERVICE TITLE(S): Senior Office Account Clerk (Competitive)

JOB DESCRIPTION: Coordinate contracts, financial records, data and contract billing for the programs and services associated with the Center for Workforce Development

 

TYPICAL DUTIES 

The Contracts and Billing Clerk is responsible for the accurate coordination, tracking, and reconciliation of financial records, partner contracts, and data for programs and services associated with the Center for Workforce Development, including the Early College Access COSER. This role supports the maintenance of complex records, tracks deadlines, and organizes billing documentation across multiple systems and partners, ensuring timely, auditable, and compliant program operations. 

The position requires exceptional attention to detail, strong technical skills, and the ability to manage high volumes of information with accuracy and discretion. 

 

Program Operations & Recordkeeping

  • Independently maintain accurate, auditable records for all contracts, including partner agreements, student enrollment data, financial documentation, and associated records.
  • Track, validate, and organize data received from multiple partners, reconciling discrepancies across rosters, invoices, and reporting cycles.
  • Collect and maintain clear, auditable records related to aidable expenses
  • Support the preparation and reconciliation of purchase orders and invoices related to partner contracts.
  • Verify supporting documentation against invoices to ensure accuracy, aidability, and compliance prior to payment approval.
  • Track deadlines related to drop dates, semester close-outs, invoicing, and reconciliation cycles.
  • Coordinate with internal business office staff to ensure timely processing and documentation.
  • Ensure consistency, accuracy, and completeness of data across multiple tracking systems, internal records, and required reports, proactively identifying and resolving discrepancies.
  • Support compliance with NYSED and BOCES documentation and record-retention expectations. 
  • Assist with preparation of documentation for internal review, audits, or reporting as needed. 

     

Communication & Coordination

  • Serve as a point of contact for routine operational and financial communication with districts and partners regarding agreements, data collection, invoicing and documentation requirements.
  • Provide clear procedural guidance to districts related to submissions and timelines, escalating complex issues as appropriate.
  • Support ECA team members by maintaining calendars, trackers, and shared documentation.
  • Maintain all safety standards as mandated by the BOCES 2 organization
  • Other duties as assigned.


JOB QUALIFICATIONS
 

Must possess or meet requirements for Civil Service title Senior Office Account Clerk 

Graduation from high school or possession of an equivalency diploma plus EITHER:

(A) Two (2) years of paid full-time or its part-time equivalent work experience in account keeping, bookkeeping, or financial record keeping; OR,

(B) Graduation from a regionally accredited or New York State registered college or university with an associate's degree in accounting, Business Administration, or closely related field, plus one (1) year of work experience as described in (A); OR,

(C) Graduation from a regionally accredited or New York State registered college or university with a bachelor's degree in accounting, Business Administration, or closely related field; OR,

 

Skills/Experience: 

  • Experience with billing, purchasing, contracts or data reconciliation is strongly preferred.
  • Strong technical skills, including spreadsheets and shared digital workspaces (e.g. SharePoint) strongly preferred
