Job Description

Position Title: Program Analyst - Educational Services
Supervisor: Director of Learning & Teaching
Term of Employment: 12 month
Salary Classification: Classified Hourly Grade 15

Job Summary: Under the direction of the Educational Services, the Program Analyst will perform a variety of administrative, analytical, and technical functions of a difficult and complex nature in support of both district-wide and departmental programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES generally include the following. Other duties may be assigned.
Under the specific direction of the Director of Learning & Teaching, the incumbent provides administrative, research and analytical, and technical support to a variety of district-wide and departmental programs. These programs include the following, as well as additional programs that may be added from time to time:

  • Leadership and Governance
  • Strategic Planning Program and Process
  • Curriculum and Instruction
  • Federal Programs Support
  • Budget Management and Financial Planning

Specific duties in support of these programs includes the following:

  • Conducts data analysis in support of program planning, operation, and continuous improvement.
  • Supports federal programs budget and expenditures; works with business services to support budget development, expenditures, and reimbursements.
  • Performs administrative support and coordination.
  • Assists in managing updates and approvals for Governing Board Policies, weekly communications to site administrators, and standard operating procedures related to the supported programs.
  • Performs contract administration, such as annual renewals, cost projections, etc.
  • Develops budget projections and tracking models.
  • Composes documentation (e.g. correspondence, minutes, reports, etc.).
  • Creates, maintains, and archives files, records, and other content for assigned programs.
  • Helps coordinate the work of program-related committees and working groups.
  • Assists supervisor in preparation of presentation materials and reports for district leadership and the Governing Board.

The following duties are performed in support of the supervisor and the Educational Services Department:

  • Serves as confidential assistant to the Director of Learning & Teaching.
  • Conducts analysis and creates reports regarding the Educational Services department budget.
  • Prepares and tracks requisitions/purchase orders and coordinates with vendors and other external agencies as required.
  • Prepares and tracks electronic Personnel Action Requests.
  • Works with the Accounts Payable department to process vendor invoices on behalf of Educational Services and Learning & Teaching.
  • Provides administrative support for RFQ's/RFP's and proposal evaluations.
  • Prepares expense reports for Educational Services leadership.
  • Reviews and checks documentation for completeness, accuracy, and compliance with applicable statutes, policies, and regulations.
  • Performs other duties as assigned.

KNOWLEDGE AND SKILLS

  • Knowledge and experience performing data analysis and visualization and presentation of complex data
  • Extensive experience using business information systems to develop and execute queries, reports, and data extractions
  • Project coordination skills and experience
  • Skill and extensive experience using Microsoft Excel�, Word�, PowerPoint�, and other office applications
  • Skill and experience using and maintaining modern websites and web-based applications
  • Excellent verbal and written communication skills
  • Ability to examine work process and to develop innovative process improvement suggestions
  • Ability and experience in independent problem solving
  • Independent thinker and self-starter
  • Skill in establishing and maintaining effective working relationships with co-workers, executive leaders and managers, vendors and other external entities, and the general public
  • Understanding of budget management, including account code structures, basic accounting practices, etc.
  • Ability to quickly acquire knowledge of applicable Federal, state, and local statutes, rules, regulations, ordinances and codes and PUSD policies and procedures

MINIMUM QUALIFICATIONS: High school diploma or GED and at least three years of successful experience performing the duties and assignments listed above. BS or BA degree preferred. Alternatively, any equivalent combination of work experience and education from which comparable knowledge, skills, and abilities have been acquired.

OTHER REQUIREMENTS:

  • Must hold or obtain an IVP fingerprint clearance card.
  • Must be able to pass a background clearance check.
  • Required to occasionally work outside normal working hours.
  • May be required to lift and/or carry heavy, bulky supplies, materials, equipment and other items weighing up to 35 pounds.
  • May be required to possess and maintain a valid Arizona drivers liscense
