Job Description

The Regional Controls and Setup Lead – Southeast Asia (SEA) will act as the primary point of contact for Project Controls, Performance, and Project Setup across SEA markets (e.g., Singapore, Malaysia, Indonesia, Thailand, Vietnam, Philippines).

This role is responsible for driving consistency and excellence across a multi-country environment, ensuring project setup and controls align with both global standards and local regulatory/business requirements. The individual will serve as a trusted advisor to regional leadership, country teams, and clients, providing strategic direction across the full project lifecycle.

Key responsibilities include:

  • Championing best practices in project controls across diverse SEA markets, adapting frameworks where necessary for local conditions
  • Ensuring standardisation of project setup, governance, and reporting while balancing country-specific needs
  • Supporting pursuit, proposal, and delivery phases of major projects across the region
  • Embedding robust controls (cost, schedule, risk, performance) to enhance predictability and delivery outcomes
  • Providing data-driven insights and regional benchmarking to support decision-making
  • Acting as a regional interface between global standards and local execution teams
  • Building strong relationships with clients, partners, and industry bodies across SEA
  • Contributing to thought leadership and regional market positioning in major project delivery

Qualifications

  • Minimum 15+ years’ experience in project management, project controls, or major project delivery
  • Experience within built environment, engineering, EPC, or infrastructure sectors
  • Demonstrated experience working across multiple Southeast Asian markets or in a regional role is strongly preferred
  • Proven experience leading large, complex projects or programmes across multiple countries, preferably within Southeast Asia
  • Strong understanding of integrated project controls (cost, schedule, risk, performance management)
  • Ability to operate effectively in a culturally diverse, multi-country environment
  • Strong stakeholder management skills, with experience engaging regional leadership and local delivery teams
  • Experience implementing governance frameworks across different regulatory environments
  • Strong commercial and business acumen, with the ability to balance global standards and local market practices
  • Familiarity with industry tools and systems used in project controls and performance management
  • Experience or exposure to SEA infrastructure, real estate, or EPC sectors is highly desirable
  • Active participation in professional bodies (e.g., PMI, RICS, APM) or regional forums is advantageous
  • Willingness to travel frequently across Southeast Asia
