Koniag Professional Services, LLC is seeking a highly professional and experienced Senior Policy Analyst to support the Under Secretary of War for Research and Engineering (USW(R&E)) Chief Digital and AI Office (CDAO), Policy Office.
The candidate will assist the Government Customer with preparing, coordinating, and staffing responses to DoW, interagency, and/or Congressional taskings that require the development of briefings, memoranda, reports, or other deliverables. These efforts will sometimes require coordination across various OUSW(R&E) Directorates and with numerous Dow Components external to the organization. The Policy Analyst also supports other efforts that are aligned to the Strategy and Policy division within the Policy Office.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
Support DoW, interagency, and/or Congressionally-directed actions as they relate to OUSW(R&E) efforts and priorities, including drafting reports and responding to DoW-wide and OUSW(R&E) -internal taskers
Support the development of policy related to data, analytics, and artificial intelligence
Support OUSW(R&E)’s strategic engagement and the Strategy and Policy team’s efforts to track enterprise initiatives and solutions for data, analytics, and AI-focused capabilities in Defense
Monitor and assess statutory, regulatory, and policy developments that affect OUSW(R&E); provide assessments of the impact; and develop potential courses of action to senior staff
Plan, direct, and manage complex projects involving stakeholders and senior level officials across the DoW enterprise
Use knowledge of DoW regulations, legal principles, and specific subject areas to perform research on novel issues to inform and create analysis
Track Congressional reporting requirements and prepare updates to OUSW(R&E) leadership on relevant developments
Develop supporting documents for OUSW(R&E) activities as they relate to strategy and policy
Assist in preparing for meetings including developing agendas, read-ahead documents, meeting minutes, and technical briefing materials
Prepare draft papers to include technical evaluations, weekly reports, information papers, action memoranda, emails, and other documents as requested
Assist in preparing, editing, reviewing, monitoring, and/or facilitating documents and briefings for DoW-wide dissemination and public release
Work Experience, Knowledge, Skills & Abilities:
8+ years of relevant experience working in the national security arena, Congressional affairs, or a related environment
Experience working with DoW-related legislation (e.g. National Defense Authorization Act, Defense Appropriations Act, other)
Experience drafting senior level correspondence, such as program briefings, Congressional reports, or senior level talking points and DoW policy and guidance memoranda
Knowledge of OUSW(R&E) -relevant subject matter (e.g., DoW program management, software development, machine learning, product development); ability to quickly master new, project-related subject matter, including problems with significant complexity and technical depth; ability to tune analysis to the OUSW(R&E) leadership’s needs and identify the key implications of findings
Experience developing and staffing national and international defense strategies, policies, and reports
Knowledge of a wide range of qualitative and quantitative methods, and technical tools, to conduct independent research and analysis using diverse information sources (interviews, case studies, secondary source analysis) to prepare reports that address program effectiveness and management processes
Ability to support multiple working groups and engage internal and external stakeholders
Ability to work independently and in small teams in a high operational tempo under strict time constraints
Exceptional interpersonal and written and verbal communication skills
Must be a self-starter that can recognize needs and act with little to no guidance
Strong organizational and problem-solving skills with impeccable multi-tasking abilities
Advanced MS Word skills; proficient PowerPoint, Excel, and Outlook application skills
Bachelor’s Degree in a related field.
Desired Qualifications:
Prior Federal government, professional services or Federal consulting experience
Experience supporting an Office of the Secretary of War organization
Experience working on issues related to data, artificial intelligence, and technology policy
General understanding of artificial intelligence and its role in DoW matters
Basic knowledge of DoW CATMS process
Clearance Requirement:
