Organizational Setting

The Shared Services Centre (SSC) recommends and administers process management and procedures that need to be executed effectively; ensures the management of quality assurance activities associated with the transactional processes and implementation of service delivery; continuously improves the satisfaction of its customers, internal or external, while pursuing a continuous improvement agenda that will drive up service excellence while driving down the costs of service delivery through process standardization, process automation and self-service capabilities.
Reporting Lines
The HR Specialist will directly report to the National Professional Officer (Administration).
Technical Focus
The Human Resources Specialist provides specialized support for the end-to-end recruitment and selection of General Service staff, National Officers and Affiliate Workforce for the FAO Shared Services Centre in Budapest, in accordance with FAO rules and regulations. He/she ensures quality, transparency and consistency of recruitment data, documentation and processes within his/her area of responsibility and contributes to the smooth functioning of the work of the unit. The supervision received is focused on the quality, accuracy and timeliness of work outputs, as well as compliance with established rules, procedures and deadlines.
We offer a consultancy-based PSA (personal services agreement) contract, initially for 11 months with a possibility of extension.
The HR Specialist shall be fluent in English and enthusiastic to work in an administrative support environment.
The HR Specialist shall hold the right to reside and work in Hungary at the time of application.
Tasks and responsibilities
Provide support from the beginning to the end in the recruitment process of all contract types for FAO’s Shared Services Centre as listed below:
• Support the overall hiring plan for hiring of national and international affiliate workforce.
• Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations.
• Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent.
• Organize and facilitate the selection process, including coordinating interviews with the selection panel and preparing reports on evaluated candidates.
• Manage the complete cycle of contracts for national and international affiliate workforce in the Global Resource Management System (GRMS), ensuring the collection and verification of required documentation.
• Supervise the validity of contracts for national and international affiliate workforce in and take appropriate measures in coordination with supervisors for renewal or termination as necessary.
• Provide administrative support, including recording worked hours for the payment of fees to national and international consultants and other related tasks.
• Collaborate in implementing actions to promote a respectful and harmonious work environment, aligned with the organization's values and commitments.
• Facilitate knowledge exchange and best practices within the office, promoting collaboration, continuous learning, and innovation.
• Assist in the performance evaluation process of national and international consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR).
• Maintain confidentiality and handle sensitive information with discretion.
• Work closely with hiring managers to finalize vacancy announcements for staff positions and help create new Generic Job Profiles as necessary;
• Handle position management-related actions in connection with establishing, modifying, transferring and abolishing posts; and initiate electronic Position Management (ePM) requests upon request;
• Pre-screen applications and prepare an analysis of the longlisted and shortlisted candidates for hiring managers’ review, administer functional tests for candidates as deemed necessary by the supervisor, and manage candidates in TALEO;
• Set up interview panels, organize interviews and support the interviews process as rapporteur;
• Draft selection reports for final review of the Programme Officer, and submit the selection package for endorsement to the Assistant Director General Regional Office for Europe and Central Asia;
• Liaise with the SSC Human Resources Officer on a regular basis in all matters related to the recruitment of staff and Affiliate Workforce;
• Assist the Hiring Managers to seek approval for any exceptional recruitment-related matters (waivers, Panel compositional clearances, etc.).
• Monitor and manage the Centre’s Vacancy Announcements in Organization recruitment system as well as advertising them on local job sites and disseminating them through appropriate channels;
• Track and monitor the recruitment processes within the Centre and prepare weekly reports on recruitment for SSC Head Office.
• Collaborate in organizing the Centre’s participation in career fairs, as well as participate in the newcomer’s induction meetings with SSC Director and assist with the Induction sessions;
• Perform other duties as required.

Minimum Requirements
• A completed high school diploma is required. University degree/technical diploma is considered an asset.
• Two years of relevant administrative and HR support experience.
• Working knowledge (level C) of English
• Strong familiarity with HR processes, documentation standards, and HR/ERP systems
• National of Hungary or resident of the country with valid work permit
