Wells Contracts & Procurement Team Lead

1. Position Details

  • Department: Wells / Supply Chain & Contracting
  • Location: Majnoon Oil Field – Basra, Iraq. 28/28 rotation
  • Reports to: Wells Contracts & Procurement Manager
  • Direct Reports: C&P Engineers, Buyers, Materials Coordinators

2. Role Purpose

Lead execution of Wells contracting & procurement activities, ensuring compliant, timely, and cost‑effective support for drilling, completions, workover, and intervention operations. To provide SAP system support for Wells Department in compliance with the HSSE policies, Majnoon Oil field System Procedures, Contracting and Procurement procedures and other guidelines.

3. Key Responsibilities

  • .Support contract performance reviews, supplier scorecards, and improvement actions.
  • Manage contract variations, amendments, and commercial dispute resolutions.

3.1 HSSE

  • Champion a proactive safety culture complying with Zero Harm and Courage to Care.
  • Conduct site safety visits, audits, and toolbox talk reviews.
  • Lead incident reporting and root‑cause investigations.

3.2 Technical Leadership

  • Lead a team of SAP and C&P Engineers responsible for Wells planning.
  • Provide technical assurance and oversight for all C&P deliverables.
  • Prepare contracting strategies, tender packages, and evaluation models Develop and enforce standards and best practices.
  • Providing commercial advice to the client, project management and operations team.
  • Invoicing Focal point of Wells, lead Wells department invoicing process 
  • Lead tender processes: prequalification, clarifications, evaluations, and negotiations
  • Support procurement of OCTG, wellheads, fluids, tools, and intervention equipment.
  • Coordinate expediting, logistics, customs, and material readiness for operations.
  • Provide cost forecasting, spend tracking, and commercial risk insights
  • Lead tender processes: prequalification, clarifications, evaluations, and negotiations.

3.3 Contract & Contractor Performance Management

  • Provide guidance on contracts to Contract Holders, Contract Owners and relevant parties.
  • Support development of contract management plans for effective post award contract management and closeout of contracts.
  • Track C&P KPIs and support performance reporting to senior management
  • Monitor contract compliance and validate the claims in cooperation with Contract Holders and Contract Owners. 

3.4 Organizational Leadership & Staff Development

  • Provide all the required support to the relevant stakeholders from both of Client and Organization to enable the most efficient delivery of goods and services on the basis of price, quality and delivery time.
  • Liaise between client, contractors, suppliers’ relevant internal departments in contractual matters and to meet the demands of Wells business.
  • Mentor and guide junior C&P staff.

3.5 Governance, Reporting & Stakeholder Engagement

  • Maintain thorough records through the pre and post award stages and ensure proper and efficient handover to stakeholders based on the organization’s policies and guidelines.
  • Ensure compliance with internal governance, BOC requirements, and Iraqi regulations.
  • Lead lessons learned reviews and integrate improvements into C&P workflows.
  • Ensure governance compliance for all C&P processes and documentation.

4. Required Qualifications & Experience

  • Bachelor’s in Supply Chain, Engineering, Business, or related field.
  • 5–10 years C&P experience in oil & gas, ideally in Wells.
  • Experience with drilling and well services contracting.
  • Knowledge of tendering, negotiation, and supplier management.
  • Understanding of Iraqi procurement regulations and BOC governance.
  • Strong communication, analysis, and stakeholder engagement skills.
