Associate Vice President of Heartshare Wellness
Job Description
Reporting to the Vice President of Clinical Services, the Associate Vice President (AVP) of Heartshare Wellness provides executive-level oversight of clinical, operational, fiscal, and partnership functions for the Article 16 Wellness Clinic. This role ensures that systems supporting service delivery, compliance, billing, and clinical quality are fully aligned with OPWDD regulations, organizational strategy, and financial sustainability goals.
The AVP serves as the central integrator between clinical services, operations, finance, compliance, and external partners translating strategic priorities into executable systems while maintaining regulatory integrity and service continuity.
Primary Responsibilities and Essential Functions of Position:
Clinical Leadership, Supervision & Service Integrity
- Provide clinical oversight consistent with New York State licensure requirements and OPWDD Article 16 regulations.
- Maintain oversight of supervision structures, ensuring appropriate frequency, documentation, and regulatory alignment.
- Identify clinical performance trends and implement corrective action plans when needed.
- Promote clinician retention and professional development through structured supervision and performance support.
- Ensure services delivered reflect quality standards and continuity of care.
Caseload Management, Access & Productivity Oversight
- Oversee clinician caseload distribution to ensure equitable workload and maximized service capacity.
- Monitor productivity benchmarks, attendance trends, and cancellation rates.
- Identify patterns impacting utilization and implement system-level solutions.
- Address service gaps related to intake delays, scheduling inefficiencies, or staffing shortages.
- Ensure timely initiation of services following intake and authorization approval.
- Collaborate with scheduling and intake teams to align clinical assignments with expertise and client needs.
Revenue Cycle & Fiscal Oversight
- Review Accounts Receivable (AR) reports to identify revenue risk, denial trends, and outstanding balances.
- Partner with Fiscal leadership to develop and monitor the annual Wellness operating budget.
- Ensure alignment between services rendered, documentation, authorizations, and billing submission.
- Implement controls to prevent missed, delayed, or denied claims.
- Monitor productivity and revenue dashboards (e.g., Power BI) to inform operational adjustments.
- Identify opportunities to improve reimbursement efficiency and reduce recoupment risk.
Practice Management & Operational Infrastructure
- Oversee EHR systems and practice management platforms to ensure operational alignment.
- Ensure scheduling systems reflect accurate authorizations, clinician availability, and supervision requirements.
- Optimize workflows to reduce administrative burden while maintaining compliance.
- Develop and implement policies and procedures that support efficiency and scalability.
- Translate executive and fiscal priorities into operational action steps for staff.
- Monitor service capacity to support strategic growth and expansion initiatives.
Regulatory Compliance & Audit Preparedness
- Maintain comprehensive knowledge of OPWDD Article 16 regulatory standards.
- Ensure ongoing audit readiness across documentation, billing, and supervision practices.
- Lead corrective action efforts when regulatory gaps are identified.
- Coordinate with internal compliance and external auditors as needed.
Strategic Partnerships & Program Development
- Develop and maintain external partnerships to expand referral pipelines, workforce development, and service reach.
- Support externship and training program development to strengthen workforce pipelines.
- Evaluate partnership performance to ensure alignment with financial and operational goals.
- Identify opportunities for service expansion consistent with regulatory and fiscal parameters.
Executive Communication & Organizational Alignment
- Serve as liaison between clinical teams, fiscal leadership, compliance officers, and executive administration.
- Present performance metrics, operational updates, and risk assessments to senior leadership.
- Provide data-informed recommendations to support organizational decision-making.
- Ensure transparency across clinical and operational domains.
- Participate in departmental and agency committees and work on special projects/initiatives as needed or assigned.
- Participate actively in appropriate industry forums and professional associations.
- Represent HeartShare and its administration, both within and outside the organization, in a manner that promotes the mission, vision, and values of HeartShare.
- Ensure adherence by program staff to HeartShare’s mission, vision and values, as well as all agency policies and procedures.
- Remain sensitive to and ensure staff responsiveness to cultural differences in HeartShare’s service population.
- Undertake any tasks and initiatives as assigned by the Associate Executive Director or Executive Director for DD Services.
- Master’s or Doctoral degree in Psychology, Social Work, Counseling, Speech-Language Pathology, Occupational Therapy, Physical Therapy, or a related clinical discipline, Master of Business Administration (MBA) or master’s degree in healthcare administration, Public Health, or a related healthcare leadership field, with demonstrated experience in Medicaid-regulated clinical environments.
- One of the following active New York State licenses is preferred:
- Licensed Psychologist
- Licensed Clinical Social Worker (LCSW)
- Licensed Mental Health Counselor (LMHC)
- Licensed Behavior Analyst (LBA)
- Licensed Speech-Language Pathologist
- Licensed Occupational Therapist
- Licensed Physical Therapist
- Minimum 5+ years of progressive leadership experience in healthcare, behavioral health, or developmental disability services.
- Demonstrated experience within OPWDD Article 16, OMH, or Medicaid-regulated settings.
- Experience overseeing clinical service delivery, supervision structures, and compliance systems.
- Direct exposure to Medicaid billing, authorizations, and revenue cycle workflows.
- Experience managing multidisciplinary teams across clinical and operational domains.
