Project Overview: The Ar Rjum Project comprises a green field gold project with three open pit mining operations with associated waste dumps and ore stockpile, a processing plant, tailings management facilities, and supporting infrastructure including water supply, power supply, maintenance facilities, offices, temporary and permanent accommodation village. The Project is situated within the Central Arabian Gold Region, approximately 200 km north-east of Taif towards Riyadh and about 26 km South of Al Mouwayh, which is a small town situated on the Jeddah – Riyadh highway. Job Summary: SABCO is providing Engineering, Procurement, and Construction Management (EPCM) services for the Ar‑Rjum Gold Project in the Kingdom of Saudi Arabia. This is an exciting opportunity to join a fast‑paced and dynamic project, working within multi‑disciplinary teams delivering an accommodation village as part of the Kingdom’s Vision 2030 mining programme. The role spans the full contract lifecycle, encompassing both pre‑contract procurement activities and post‑contract contract administration across well‑defined packages. The successful candidate will work closely with engineering, construction, and project controls teams, leading the procurement of tender packages and administering those contracts through execution. This position is well suited to commercially astute professionals seeking end‑to‑end responsibility within an EPCM delivery environment. Note: Role is based in Riyadh. Major Responsibilities: Formation (Pre-Contract) Providing Strategic input to execution planning, packaging strategies, contract pricing structures and procurement routes. Prequalification (or management of) Drafting of tender plans (Procurement Strategies) and other governance documents including evaluation criteria for approval by the Client. Coordination of the activities of Bechtel, the Client and the Client’s Consultants and Contractors Organisation of tenderer meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters. Drafting and review of Contract Terms and Conditions, collaborating closely with the Client’s advisors Developing Request for Proposal (RFP) documents Issue of Tenders and management of the Tender process Evaluation of submitted tenders, negotiations with client and tenderers and drafting of recommendation to award documents in line with established procedures and customer’s delegated authorities’ matrix. Final conforming and award of associated contracts Administration (Post-Contract) Ensures that contract obligations are met by all parties involved. Identifies potential risks in contract terms and liaises with project teams to mitigate them. Monitors commercial performance to ensure compliance with contract and timelines. Draft letters, instructions, general notices and other contractual correspondence. Assesses and manages simple claims related to contract disputes or changes. Prepares documentation and support for the assessment of entitlement with regard to claims submitted by consultants / contractors. Maintains accurate records of all contracts and their performance. Prepares regular reports on contract status, compliance, and financial performance. Provides guidance and training to junior contracts administrators and project personnel. Develops best practices for contract management within the organization. Provides guidance on contractual matters to delivery team and other stakeholders. Leads agreement of final account, expedites receipt of all contract deliverables and closes out contracts in line with project procedures. Education and Experience Requirements: Requires bachelor's degree (or international equivalent) 15+ years of relevant experience. Specific experience of working on large infrastructure projects and/or large real estate developments Professional Accreditation (MRICS, MCIPS or equivalent) is preferred. Required Knowledge and Skills: Experience and detailed knowledge in contract pricing structures, contract law, contract drafting, tendering procedures & requirements. Detailed knowledge of the FIDIC Suite of Contracts and their utilization on major construction projects Proficiency in negotiating terms and conditions to achieve favorable outcomes for the organization. Ability to meticulously review contracts and documents for accuracy and compliance, identifying potential issues. Excellent verbal and written communication skills for effectively interacting with clients, contractors, and stakeholders. Knowledge of when to engage legal counsel Understanding of project management principles and practices to oversee contract execution against project timelines Capability to identify, assess, and mitigate risks associated with contracts and project delivery. Strong analytical abilities to interpret contract language, identify implications, and assess contractor performance. Experience in evaluating and negotiating contract claims, variations, and extensions. Understanding of budgeting, cost control, and financial principles related to project contracts. Strong organizational skills to manage multiple contracts and ensure documentation is thorough and accessible.
