Job Summary

The AVP of Clinical Quality Operations leads clinical quality, supervision, and training within the Division of Care Management, ensuring all staff deliver evidence-based, person-centered care throughout the full lifecycle of every case. Central to this role is maintaining the “golden thread”—a continuous, traceable clinical rationale from intake through case closure—embedded in supervision, audits, documentation standards, and EHR workflows. The AVP serves as the senior clinical authority for the Division, driving excellence across HHCS, Medicaid Managed Care, and integrated behavioral and medical health programs.

Responsibilities

CORE RESPONSIBILITIES

1. CLINICAL OVERSIGHT & SUPERVISION

• Provide individual and group clinical supervision to care management supervisors and senior clinicians, ensuring staff competency and fidelity to evidence-based standards.

• Facilitate case conferences, peer consultation, and multidisciplinary rounds to promote reflective practice and consistent application of evidence-based interventions.

• Review and approve clinical documentation across the case lifecycle; conduct random and targeted case reviews to monitor golden thread integrity and documentation quality.

• Identify clinical risk patterns and documentation deficiencies; implement corrective action plans in collaboration with supervisory staff.

 

2. CLINICAL TRAINING & WORKFORCE DEVELOPMENT

• Design and deliver clinical training curriculum covering assessment tools, trauma-informed care, motivational interviewing, care plan development, and documentation standards.

• Lead onboarding clinical training for all new hires and develop ongoing training calendars aligned with QI data, audit findings, and regulatory changes.

• Partner with the AVP of Quality to align training with performance metrics; create competency frameworks and job aids that support day-to-day clinical practice.

 

3. QUALITY IMPROVEMENT & COMPLIANCE

• Lead development and refinement of clinical protocols, care management standards, and documentation requirements aligned with Medicaid Managed Care

• Serve as clinical subject matter expert during external audits, MCO site visits, and regulatory reviews.

 

 

4. EHR CLINICAL INTEGRATION & DATA CULTURE

• Serve as lead clinical advisor for EHR implementation and optimization; define workflow requirements that structurally support the golden thread through templates and clinical alerts.

• Develop EHR-based quality dashboards tracking care plan timeliness and documentation completeness; promote a data-driven clinical culture across all teams.

 

5. LEADERSHIP & STAKEHOLDER ENGAGEMENT

• Contribute to agency-wide strategic planning as a senior member of the Integrated Health leadership team; develop relationships with MCOs, NYSDOH, NYC ACS

• Represent Essen at advisory committees and professional associations; support grant proposals, program reports, and quality improvement plans as required.

Qualifications

REQUIRED • LCSW or Nurse Practitioner (NP) license in New York State — preferred. • Master’s degree or higher in Social Work, Health Services, Nursing, Psychology, or Public Health. • Minimum 10 years progressive clinical and management experience in care management or behavioral health. • In-depth knowledge of child and family services and regulatory frameworks (Medicaid, HHCS, NYC ACS, NYSDOH). • Proven experience providing individual and group clinical supervision. • Familiarity with trauma-informed care, motivational interviewing, and strength-based approaches. • Experience with EHR systems; capacity to lead EHR implementation clinically. • Strong data literacy and exceptional communication and leadership skills.

 

PREFERRED • Experience in a Health Home Care Management or Medicaid-funded population health program. • Familiarity with NYS Health Home standards for care management accreditation. • Experience with NYC ACS programming and child welfare / foster care oversight. • Bilingual (English/Spanish) is a plus.
