Overview & Position Summary
This role provides strategic leadership for the division’s land development and entitlement functions, ensuring communities progress from early planning through construction readiness in alignment with business objectives. The position oversees operational planning, resource allocation, entitlement strategy, and execution across multiple projects with a mid-term impact on division performance. The role collaborates with internal leaders, public agencies, consultants, and contractors to advance approvals, mitigate risks, and drive efficient development outcomes.
Primary Responsibilities
- Lead the development and implementation of divisional land development and entitlement strategies that support mid-term business goals.
- Oversee operational planning, budgeting, scheduling, and coordination for all entitlement and land development projects within the division.
- Direct managers and experienced professionals, ensuring effective performance, professional development, and alignment with division objectives.
- Guide entitlement processes, including environmental approvals, zoning, land use applications, and negotiations with municipalities and regulatory agencies.
- Review and approve engineering plans, development programs, and infrastructure specifications to ensure feasibility and cost-effectiveness.
- Establish and maintain processes, standards, and controls to ensure timely, compliant, and high-quality development execution.
- Resolve complex operational and regulatory issues by drawing on technical expertise and cross-functional insight.
- Build and nurture relationships with external stakeholders, including city officials, utility providers, consultants, and community groups.
- Collaborate closely with land acquisition, forward planning, construction, finance, and legal teams to ensure smooth transitions between project phases.
- Present division development and entitlement status, risks, and recommendations to executive leadership and contribute to broader organizational planning.
Education & Experience
Required:
- Bachelor’s degree in engineering, construction management, land development, planning, or a related field.
- 8–10 years of relevant experience, or 12–14 years of combined equivalent experience in land development, entitlement processing, infrastructure management, or related fields.
- Experience managing teams of professionals and lower-level managers.
Preferred:
- Experience in residential homebuilding, master-planned communities, or complex multi-phase development programs.
- Experience leading both entitlement strategy and horizontal development execution.
Skills & Competencies
- Advanced knowledge of land development operations, entitlement processes, regulatory frameworks, and engineering principles.
- Strong leadership and people management skills, with the ability to guide managers and experienced professionals.
- Ability to influence internal and external stakeholders, including public agencies and executive leadership.
- Strong strategic planning abilities, including mid-term operational planning and resource allocation.
- Excellent communication and negotiation skills across diverse groups.
- Strong analytical and problem-solving capabilities, especially when navigating complex regulatory or operational challenges.
- Financial acumen, including budgeting, forecasting, and cost management.
- Knowledge of civil engineering plans, infrastructure systems, and construction workflows.
- Ability to manage multiple priorities while maintaining quality and schedule commitments.
- Strong relationship-building and cross-functional collaboration skills.
Working Conditions
Work is performed in both office and field settings. Field visits to active land development sites, engineering inspections, and meetings with public agencies are required. Exposure to varying weather conditions, rough terrain, and construction environments may occur. Some travel within the division is expected to support project oversight and stakeholder engagement.
Physical Requirements
- Ability to sit for extended periods during meetings, planning work, and administrative tasks.
- Ability to stand, move, or inspect sites for extended periods during field visits.
- Ability to walk and navigate active construction and development sites over uneven surfaces.
- Ability to lift and carry project materials or documents up to 25 pounds.
Compensation
- Base Salary: $220,000-$255,000
- FLSA Status: Exempt
- Bonus Type: Year-End Discretionary
