Summary of Job Duties:
The Arkansas INBRE (IDeA Networks of Biomedical Research Excellence) program, funded by the National Institutes of Health (NIH), has supported the growth of biomedical research capacity across Arkansas since 2001. The Financial Manager serves as a key leader within the Arkansas INBRE Administrative Core and reports directly to the Contact Principal Investigator (PI).This position provides financial oversight, operational leadership, and strategic support for the statewide program. The Financial Manager collaborates closely with program leadership to ensure the effective management of program finances, compliance requirements, contracts, reporting activities, and day-to-day operations. The role participates in strategic planning and provides recommendations to leadership regarding program operations and resource management.
Responsibilities include monitoring expenditures across multiple program initiatives, ensuring compliance with NIH and federal regulations, coordinating contracts and agreements, preparing financial and programmatic reports, and maintaining strong partnerships with internal and external stakeholders. The Financial Manager works closely with the UAMS Office of Research and Sponsored Programs (ORSP), Grants Accounting Office (GAO), participating institutions, and federal partners.
The position serves as a primary liaison with NIH program and grants management staff and represents Arkansas INBRE in national organizations and collaborative networks that support NIH IDeA programs. The Financial Manager is expected to develop and maintain professional relationships that enhance program effectiveness and advance the mission of Arkansas INBRE.
Qualifications:
High school diploma or GED required
Six (6) years of experience in accounting, finance, business administration, or a related field, preferably in a healthcare, research, or academic environment.
Knowledge, Skills, and Abilities
Proficiency in Microsoft Office applications, including Outlook, Word, and Excel.
Strong organizational skills with attention to detail and accuracy.
Ability to manage multiple priorities and meet deadlines.
Effective written and verbal communication skills.
Ability to work independently and collaboratively with diverse stakeholders.
Preferred Qualifications
Bachelor's degree in Accounting, Finance, Business Administration, Healthcare Administration, or a related field. Six (6) years of research administration, grants management, or financial management experience, preferably in a healthcare, research, or academic setting.
Experience managing federally funded grants and contracts.
- Certified Research Administrator (CRA) or Certified Research Financial Administrator (CRFA) certification preferred.

Manages the financial operations of the Arkansas INBRE program, including budgeting, forecasting, and expenditure monitoring.
Reviews and tracks program expenses to ensure compliance with NIH, federal, state, and institutional guidelines.
Coordinates the preparation and submission of financial, programmatic, and regulatory reports.
Serves as a liaison between Arkansas INBRE, UAMS administrative offices, participating institutions, and federal partners.
Assists with contract development, agreements, and other program-related financial documents.
Monitors grant funding and supports financial planning to ensure effective use of resources.
Maintains accurate financial records and supporting documentation.
Provides operational support for statewide program initiatives and activities.
Participates in strategic planning and makes recommendations regarding program operations, budgets, and resource allocation.
Ensures compliance with applicable policies, regulations, and reporting requirements.
Represents Arkansas INBRE in meetings with stakeholders, funding agencies, and professional organizations as appropriate.
Develops and maintains collaborative relationships with internal and external partners.
Supports continuous process improvement efforts to enhance program efficiency and effectiveness.
Performs other duties as assigned.
