About P4I
Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to April 2036, with an initial period of five years from May 2026 to April 2031.
P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia’s infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040.
P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.
P4I is a multi-country program that also works directly with ASEAN and its secretariat. P4I works in Cambodia, Laos, Malaysia, the Philippines, Thailand and Vietnam. P4I will increase engagement in Timor Leste given its entry into ASEAN and retains flexibility to support activities in Indonesia (as requested by Australia’s bilateral program to Indonesia).
The P4I Program Office in Bangkok provides strategic direction and program management, with close engagement with P4I-funded locally engaged DFAT staff at Posts. A P4I Program Executive team oversights implementation, led by the delivery partner Team Leader (Executive Director) with strategic direction provided by DFAT Strategic Director and Deputy Strategic Director.

The Role
The Director will establish systems and work practices to ensure technical coherence and quality across portfolio development and delivery. The Director will oversight portfolio delivery by subcontractors, ensuring that appropriate portfolio resourcing and technical quality. Working closely with other members of the Executive, the Director will address technical issues related to Program quality.

About You
Qualifications
Relevant postgraduate qualifications in a relevant discipline, or equivalent experience.
Technical
Extensive experience in infrastructure development, with a sufficient balance of experience across P4I’s sectors (energy transition, land transport, maritime, telecommunications) and a strong understanding of infrastructure finance.
Strong, contemporary understanding of (and ideally, experience working in) infrastructure delivery in Australia, at either state or federal level. Ability to identify and exploit areas of strong Australian practice relevant to needs in Southeast Asia.
Strong understanding of infrastructure development issues in Southeast Asia, including understanding of policy and institutional context, fiscal and financing challenges, and the role of the private sector.
Demonstrated understanding of the role of an ODA advisory program in shaping infrastructure development through policy, systems, and regulatory reform, as well as engaging on project- or investment-specific decisions.
Analytical, decision-making and communication skills
Demonstrated capacity to exercise sound judgement and make timely decisions in situations involving risk, uncertainty, or competing priorities.
Strong capability to analyse complex problems, identify linkages, and prioritise to achieve program impact.
Ability to communicate complex ideas (verbally and in writing) clearly and succinctly, tailoring messages to different audiences to aid decision-making.
Management / Working Style
Demonstrated ability to supervise staff by setting clear expectations, providing direction and support, managing performance, and building an inclusive team culture across the Program.
Demonstrated experience in building respectful, productive, and sustainable working relationships with a variety of stakeholders and working together to achieve results.
Demonstrated ability to produce Program results in a complex and dynamic environment, collaborating effectively across a multi-disciplinary and multi-cultural team.
Experience working with internal and external stakeholders to understand needs, manage expectations, and maintain alignment through timely, audience‑appropriate communication.
