POSITION SUMMARY
Right-of-Way (ROW) professional leading stakeholder engagement, land rights management, and project support to ensure effective execution and regulatory compliance. Builds and maintains strong external relationships while overseeing ROW processes, resolving issues, and supporting operational and emergency response activities in alignment with business and legal requirements.
RESPONSIBILITIES
• Serves as the primary contact for establishing and maintaining positive stakeholder relationships, resolving disputes, and managing external relationships with Governmental & Public Affairs.
• Leads the defense of pipeline land rights and project support for ROW.
• Interprets agreements and easements, enforces restrictions or rights, grants encroachment variances, and interfaces with field personnel, Law, and Management on executed agreements.
• Partners with Legal to draft key agreement language for templates and large projects.
• Manages Community Relations, compensation, and claims handling within the Incident Command Structure for Emergency Response efforts and negotiates damage payments with stakeholders.
• Provides guidance and mentoring to less experienced ROW Specialists.
• Leads ROW processes such as Planned Encroachment, ROW Maintenance, Landowner Notification, Real Estate, or ROW Acquisition, and oversees ROW contractor scope of work and execution.
MINIMUM QUALIFICATIONS
• High School Diploma or GED equivalent required.
• Five (5) years of related pipeline or Right of Way (ROW) experience (contract land agent, in-house ROW or pipeline operations, title research or documentation) required.
• Valid Driver's License required.
