Job Description

Salary Range: $60,029.58 - $92,456.00

Works under the direction of the Police Grants Manager to coordinate and administer local, state, and federal grant programs supporting the Police Services Division. Ensures compliance with grant requirements by coordinating with program staff, finance personnel, external partners, and auditors. Manages post‑award activities, including monitoring, data collection, reporting, and documentation to ensure adherence to timelines, performance measures, and regulatory standards. Reviews grant expenditures, supporting documentation, and programmatic data to ensure accuracy, allowability, and alignment with approved budgets. Serves as the primary operational point of contact for assigned grants, resolving routine compliance questions and escalating complex issues as needed. Prepares draft grant applications, progress reports, financial narratives, and supporting materials. Assists with pre‑award research and identification of funding opportunities aligned with departmental priorities. Prepares and processes grant‑funded procurement documentation including contracts, amendments, encumbrances, and payment requests in accordance with grant budgets, procurement standards, and City policies. Coordinates with vendors, subrecipients, and City departments to track deliverables and contract compliance. Supports internal and external monitoring and audit activities by organizing files, compiling documentation, responding to information requests, and assisting with follow‑up actions. Participates in internal grant reviews and implements corrective measures as directed. Develops and assists in delivering training on grant compliance requirements, reporting standards, and internal procedures. Provides technical assistance to program staff to promote consistent and compliant grant implementation. Maintains grant tracking systems and databases, ensuring accurate entry of programmatic and financial data. Compiles performance data, including BCAT screenings and other required measures, for reporting to funding agencies. Collaborates with community partners and research entities to support grant‑funded initiatives and ensure alignment with approved project plans.

TYPICAL PHYSICAL DEMANDS: 

Primarily desk work. Requires the ability to communicate clearly, both verbally and in writing with management, staff and auditors. Requires the ability to use general office equipment, such as personal computers, calculators and telephones.

 

TYPICAL WORKING CONDITIONS: 

Majority of work is performed in an office environment.

Bachelor’s degree in Accounting, Finance Administration, or any closely related field and five (5) years’ experience writing, editing, and managing grant; or any combination of experience or training which enables one to perform the essential job functions. Working experience with various computer software applications required. All candidates must successfully pass a criminal justice employment background check to work within the Police Services Division. Certified Grants Management Specialist (CGMS) or Grant Professional Certification (GPC) is preferred.
