DEPARTMENT DESCRIPTION
The Clinical Strategy Division leads strategy development, business development, service delivery planning and execution for UW Medicine, inclusive of Harborview Medical Center, UW Medical Center and in collaboration with integrated partners such as Fred Hutch Cancer Center, Valley Medical Center and Seattle Children’s Hospital.
POSITION HIGHLIGHTS
The Director, Capital Projects & Portfolio Management provides enterprise portfolio leadership for Harborview Medical Center's (HMC) portfolio of strategic capital investments on behalf of the HMC Chief Executive Officer. Reporting to the Senior Director of Strategy Execution & Portfolio Management and working in close partnership with the HMC CEO and executive leadership team, this role is responsible for establishing the governance, portfolio management, executive reporting, and cross-functional integration necessary to successfully deliver one of the largest and most complex capital investment portfolios in the region.
PRIMARY JOB RESPONSIBILITIES
- Serve as the enterprise portfolio management lead for Harborview's capital investment portfolio, integrating work across the Tower Program (Bond), Tower-Enabling Projects (Bond), Clinical Integration initiatives, and Non-Bond Capital Projects
- Partners with executive leaders to ensure capital investments are coordinated as a single enterprise portfolio that supports Harborview's strategic and operational objectives
- Develop executive-level portfolio governance processes that enable informed prioritization, decision-making, and oversight
- Facilitate executive portfolio governance meetings and ensure timely preparation of dashboards, briefing materials, decisions, and action items
- Support the HMC CEO and Executive Leadership Team through accurate, transparent, and actionable portfolio reporting
- Coordinate enterprise governance across multiple executive leaders responsible for delivery of individual capital portfolios
- Work collaboratively with Bond Program leadership, Facilities, Clinical Operations, King County, Owner Advisor, Design-Builder, and other stakeholders to identify cross-project dependencies and schedule conflicts
- Coordinate enterprise-level portfolio risks, issues, assumptions, dependencies, and constraints requiring executive visibility or decision-making
- Develop portfolio forecasting and resource planning capabilities that support enterprise decision-making
- Support implementation of enterprise portfolio controls appropriate for a multi-billion-dollar capital program
- Lead implementation and continuous improvement of Harborview's project and portfolio management capabilities
- Partner with Information Technology and executive leadership to implement enterprise Project Portfolio Management (PPM) technology, including Smartsheet and Oracle Primavera Cloud (OPC), to support portfolio planning, reporting, scheduling, and governance
- Assess organizational portfolio management maturity and recommend additional capabilities, including scheduling, portfolio controls, program management, and reporting resources as appropriate
- Develop collaborative relationships across HMC and external stakeholders
- Support executive communications, Board presentations as needed, and leadership reporting regarding capital portfolio performance
- Represent Strategy Execution and Portfolio Management in executive discussions regarding enterprise capital portfolio governance
REQUIREMENTS
- Bachelor's degree in Business, Healthcare Administration, Engineering, Architecture, Construction Management, or related field
- Eight or more years of progressively responsible experience leading complex portfolios, programs, or large-scale capital initiatives
- Demonstrated experience establishing portfolio governance, executive reporting, and enterprise program management practices
- Experience integrating multiple concurrent projects involving diverse executive stakeholders
- Experience implementing or utilizing Project Portfolio Management (PPM) platforms and portfolio reporting tools
- Exceptional executive communication, facilitation, negotiation, and relationship management skills
- Demonstrated ability to influence across organizational boundaries without direct authority
- Strong analytical, strategic thinking, and executive problem-solving skills
- Equivalent experience may substitute for degree requirement
