This Opportunity: In September 2024, Palladium was awarded the National and Community Technical Assistance Component contract of the Tackling Deadly Diseases in Africa Programme Phase 2 (TDDAP2), funded by the UK Foreign, Commonwealth and Development Office (FCDO). TDDAP2 is enhancing health security across Africa, building upon African successes. The programme will contribute to the reduction of illness and death from infectious disease threats in African populations and globally, with a particular focus on women and girls. The Palladium-led National and Community Technical Assistance (TA) Component of TDDAP2 has been providing TA to the Democratic Republic of the Congo (DRC), Ghana, Kenya, Malawi, and Uganda to ensure that national and community systems are better prepared and able to timely prevent, detect and respond to public health threats and outbreaks. It supports local capacity building to implement National Action Plans for Health Security priorities within the context of a multisectoral One Health, climate-informed approach that ensures gender equity and social inclusion at national and community levels. The National and Community TA Component is expected to close-out in 2027. From April 2026, during the final year of TDDAP2, the programme is increasing its focus on tackling Antimicrobial Resistance (AMR) in Ghana, Kenya, Malawi and Uganda. This work builds on gains made through the Fleming Fund and focuses on strengthening AMR governance and ownership at national level, improving surveillance and reporting systems, and strengthening laboratory systems and capacity, all using a One Health approach. This work will be carried out in partnership with national governments and in collaboration with other implementing partners. About the role The purpose of this assignment is to support efficient programme operations and ensure sound financial management in compliance with organisational policies and donor requirements. The role contributes to effective resource utilization, strong internal controls, and timely, accurate financial and operational support. Location: Kampala, Uganda Candidates must have the right to live and work in Uganda. Visa sponsorship will not be considered. Reporting Lines: The position will report to the Country Operations and Finance Manager. Primary Roles and Responsibilities: Finance Process vendor payments in compliance with organisational policies and donor requirements. Support compliance with internal controls and financial procedures. Aid the Operations and Finance Manager in the preparation of monthly petty cash report. Prepare and maintain monthly bank and petty cash field vouchers, Payment Approval Forms and other Palladium financial requirements under supervision of the Operations and Finance Manager. Maintain account records (e.g. entering transactions into excel cashbooks) and reconcile accounts on a monthly basis. Ensure proper filing and audit readiness of all financial records. Track andupdate project fixedassets management system. Undertake any other dailyroutine financial management activities asdeemed necessary bythe Operationsand Finance Manager. Operations Support the Operations and Finance Manager to ensure adherence to and compliance with all Palladium and FCDO policies and procedures. Ensure consistent implementation of company SOPs and guidelines, security protocols, and where applicable recommend modifications. Support procurement processes, including sourcing quotations, vendor selection, and contract administration in compliance with Palladium and donor guidelines Support day-to-day operational planning and coordination of programme activities. Coordinate logistics for programme meetings, workshops, and field activities Responsible for all the registration of participants during project meetings and workshops Coordinate all travel arrangements for relevant programme staff and visitors, in line with corporate and client security standards. Maintain an efficient and well-organized document management and filing system, ensuring clearly labelled and easily identifiable records on SharePoint, plus printing, copying, and binding as required. Take minutes of meetings and distribute them to relevant parties Undertake any other operational activities as deemed necessary by the Operations and Finance Manager. Key competencies and requirements Strong organisational skills with high attention to detail. Demonstrated experience in operations and financial management within a donor-funded or similar context. Proven ability to manage budgets, financial reporting, reconciliation, and compliance requirements Experience in procurement, vendor management, and contract administration Strong analytical and problem-solving skills, with the ability to interpret financial data Excellent written and verbal communication skills, including the ability to present information clearly and concisely Strong interpersonal and stakeholder management skills, with the ability to work collaboratively Ability to work independently, manage competing priorities, and meet deadlines in a fast-paced environment High level of flexibility, adaptability, and professionalism Experience using mobile money/payment platforms (e.g., Beyonic) is an advantage Familiarity with donor-funded project requirements and reporting standards is desirable
