Job Description
Position Summary
The Workforce Evaluation Specialist is a required position under the Public Health Infrastructure Grant (PHIG); responsible for conducting and coordinating all phases of program evaluation work to assess the effectiveness of implemented activities and programs. This position is also responsible for department surveys and analysis work (Stay and Exit interviews). Work includes data collection and researching/recommending strategies, forming action plans and establishing timelines for reporting responsibilities; work also involves regular engagement and communication with internal and external partners and stakeholders.
Essential Functions
•Create thorough project and evaluation plans to evaluate multiple activities for the purpose of data collection, data analysis including methodology, and reporting.
•Develop surveys and collaborate with other SMEs to create surveys for quality improvement collaborations and strategies.
•Conduct Stay and Exit interviews departmentally for the purposes of informing leadership and making recommendations to enhance PDPH's organizational culture.
•Collect data through various effective measures and analyze collected data for program evaluations and to provide thorough and detailed reporting – including recommendations for improvement.
•Manage and record analysis of longitudinal data sets and survey development.
•Communicate findings of evaluation work to internal stakeholders regularly.
•Collaborate with units/divisions and leadership internally. Establish specific and measurable goals for various programs and develop plans for ongoing evaluation and modeling.
•Identify most appropriate tools to use for efficiency and accuracy of evaluation work.
•Collaborate with Evaluators Network and PHIG partners for all evaluation and reporting related matters.
•Respond in a timely fashion to all deadlines, timelines, and grant requirements as outlined by leadership and PHIG.
•Maintain thorough documentation; track and record all phases of monitored activities, programs, .

• Proven experience in principles, practices, and procedures of research and program evaluation methods.
• Excellent organizational skills with great attention to detail.
• Exceptional written and verbal communication skills, with the ability to articulate complex concepts clearly and concisely.
• Excellent project management and time management skills.
• Familiarity with public health issues, programs, and policies.
• Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.

• Ability to work independently and with teams.
• Proficient with evaluation tools and Microsoft Office Suite.
Bachelor's Degree in Public Health, Program Evaluation and Assessment, Research, Statistics, or related program and 2 years’ experience collecting and analyzing data, creating surveys/evaluations, and performing evaluation work. Strong writing skills are required.

Salary Range: $65,000-$70,000
