The Ohio Department of Developmental Disabilities (DODD) is seeking a detail-oriented and customer-focused professional to serve as a Payroll & Benefits Senior Analyst within the Human Resources Division. This position plays a key role in supporting payroll operations, employee benefits administration, leave coordination, wellness initiatives, and statewide payroll support activities for Central Office and Developmental Centers across Ohio.
The ideal candidate will possess strong analytical abilities, experience working with payroll and HR systems, excellent customer service skills, and the ability to interpret policies, procedures, and collective bargaining agreements while maintaining confidentiality and accuracy.
What You’ll Do
Payroll & Benefits Administration
- Administer employee benefits programs including health, dental, vision, life insurance, COBRA, FSA, and related benefit programs.
- Process employee benefit enrollments, qualifying events, changes, and payroll deductions.
- Coordinate and support annual open enrollment activities.
- Review and process payroll transactions, leave adjustments, overtime, back pay, and related payroll activities.
- Monitor employee leave balances and ensure accurate coding for FMLA, disability, workers’ compensation, military leave, and other leave programs.
- Assist employees with payroll and benefit questions, claim issues, and problem resolution.
Statewide Payroll & HR Support
- Coordinate payroll processing activities with Developmental Center payroll offices.
- Review payroll entries and ensure compliance with policies and procedures.
- Provide technical assistance and guidance related to payroll and leave processing.
- Participate in payroll audits and reconciliation activities.
- Maintain records and documentation within OAKS and related systems.
Employee Wellness & Customer Service
- Coordinate wellness-related activities and ergonomic assessments.
- Conduct new hire orientation and wellness-related education.
- Serve as a liaison between employees, DAS, payroll offices, benefit vendors, and union benefit representatives.
- Provide responsive and professional customer service while handling confidential information.
Additional Responsibilities
- Attend trainings and remain current on payroll, benefits, Kronos, OAKS, and HR-related policies and procedures.
- Assist with special projects and other duties within the scope of the position.

3 years experience in human resources.
-Or completion of undergraduate core program in human resources, business or public administration; 12 months experience in human resources.
-Or 1 year experience as Human Capital Management Analyst, 64612.
-Or equivalent of Minimum Class Qualifications For Employment noted above.

Will require travel throughout State of Ohio & may require overnight stay. Must be willing & able to secure a Driver License OR supply your own transportation.
