Job Summary
The Financial Services Chief of Staff (FSCS) serves as a strategic advisor, enterprise integrator, and execution leader for the Office of the Chief Financial Officer (CFO). In this position, the FSCS partners closely with the CFO and Finance leadership team to advance the organization’s financial sustainability, operational transformation, and enterprise strategic priorities across Medi-Cal, Medicare, Covered California, and PASC.
The FSCS functions as a force multiplier for the CFO, helping to translate strategic priorities into coordinated execution across the Finance organization and broader enterprise. This position drives alignment, accountability, governance, and communication across complex cross-functional initiatives while ensuring the CFO remains focused on the organization’s highest-value strategic opportunities and enterprise risks.
Serves as a strategic leader and trusted advisor and connector across Financial Services. The FSCS synthesizes operational, financial, regulatory, and strategic insights into actionable recommendations that support executive decision-making. This position is responsible for improving organizational effectiveness within Finance by strengthening executive operating cadence, enhancing prioritization and follow-through, removing operational friction, and elevating enterprise coordination across key initiatives.
The FSCS also leads the development of high-impact executive communications that clearly articulate financial strategy, enterprise risks, operational priorities, and organizational performance. Through strong executive presence, strategic judgment, and disciplined execution, this position enables the CFO and Finance leadership team to operate with greater alignment, agility, visibility, and enterprise influence.
This position is critical to the success of Financial Services ’s strategic priorities and serves as a central leader in ensuring Finance continues to operate as a trusted strategic partner to the enterprise. This position reports directly to the CFO.
This position is responsible for directing all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports.
Duties
Serve as a strategic advisor and thought partner to the CFO and Finance leadership team, ensuring alignment between Finance priorities and enterprise strategic objectives.
Partner with the CFO to drive execution of Finance strategic priorities related to financial sustainability, reporting and analytics modernization, operational transformation, regulatory readiness, and enterprise stewardship.
Facilitate enterprise-wide coordination and alignment across Finance initiatives, ensuring cross-functional collaboration, accountability, and timely execution.
Support the CFO in prioritization, strategic planning, governance, and executive decision-making activities.
Identify organizational barriers, execution risks, and cross-functional dependencies that may impede strategic initiatives and proactively facilitate resolution.
Strengthens operational discipline and leadership alignment across the Finance organization through effective governance structures, communication cadence, and executive follow-through.
Help ensure that Finance perspectives are effectively integrated into enterprise discussions, strategic initiatives, and organizational decision-making
Lead and coordinate strategic initiatives and special projects sponsored by the Office of the CFO that require enterprise alignment, executive coordination, and operational oversight.
Establish and maintain mechanisms to track strategic priorities, monitor execution progress, and elevate risks or decisions requiring executive intervention.
Improve leadership operating effectiveness by optimizing meeting structures, executive governance processes, prioritization frameworks, and organizational communication flows.
Coordinate executive-level forums, leadership discussions, and Finance governance activities to ensure strategic clarity and execution accountability.
Drive operational rigor and organizational transparency across key Finance initiatives and transformation efforts.
Lead the preparation of high-quality executive communications, board presentations, briefing materials, talking points, and strategic updates for senior leadership and the Board of Directors. Support the CFO in preparing for Board meetings, executive leadership discussions, enterprise presentations, and external stakeholder engagements.

Translate complex financial, operational, regulatory, and strategic topics into concise, actionable, executive-level communications.
Ensure consistency, clarity, and strategic alignment across Finance messaging and enterprise communications involving the Office of the CFO.
Represent the Office of the CFO in key meetings and strategic discussions as appropriate.
Synthesize financial, operational, market, and regulatory information into actionable insights and recommendations for executive leadership.
Support enterprise decision-making through structured analysis, scenario evaluation, prioritization frameworks, and strategic assessment.
Monitor emerging healthcare, regulatory, and financial trends that may impact organizational strategy, financial performance, or operational execution.
Assist in identifying enterprise risks, execution challenges, and opportunities for organizational improvement.
Serve as a connector across Finance and enterprise leadership teams to strengthen collaboration, alignment, and execution.
Build strong partnerships with leaders across Operations, Strategy & Transformation, Health Care Services, Compliance, Network Management, Procurement, Human Resources, and Information Technology.
Foster a culture of accountability, transparency, operational excellence, and enterprise stewardship across the Finance organization.
Support organizational change initiatives and enterprise transformation efforts requiring Finance leadership and coordination.
Develops goals, objectives and actions plans for assigned staff which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees.
Conducts strategic planning to utilize resources to meet current and future departmental and Enterprise-wide goals.
Leads discussions on policy operationalization and oversee key policy perspective sharing.
This position is intended to function as a strategic integrator and execution leader for the Office of the CFO.

At least 10 years of progressively responsible experience in healthcare, managed care, consulting, finance, strategy, operations, or related fields.
Experience within Medi-Cal, Medicare Advantage, D-SNP, or Covered California environments.
Experience working closely with Finance leadership or enterprise operational leadership teams.
Experience working within highly regulated healthcare or managed care environments.
Preferred:
At least 10 years of progressively responsible leadership experience in healthcare, managed care, consulting, finance, strategy, operations, or related fields.
Experience within Medi-Cal, Medicare Advantage, D-SNP, or Covered California environments.
Experience working closely with Finance leadership or enterprise operational leadership teams.
Experience working within highly regulated healthcare or managed care environments.
