Title: IT Systems Administration Consultant
Location: Antananarivo, Madagascar
Division: Epidemic Preparedness and Response (EPR), Global Health Programs (GHP)
PATH seeks an IT Systems Administration Consultant for the STRengthening Infectious disease DEtection Systems (STRIDES) Project. The global project will support and strengthen surveillance, detection and analytical capacity of infectious diseases across both human and animal health.
The IT Systems Administration Consultant must meet or exceed the required qualifications listed below. This individual should be a subject matter expert who will ensure the reliability, security, and sustainability of IT infrastructure underpinning Madagascar’s national surveillance systems, including the e-IDSR (SIMR), e-SIL, and associated digital platforms, and build sustainable national capacity in IT systems administration.
Responsibilities include:
- Conduct a comprehensive assessment of existing IT infrastructure, including servers, security systems, connectivity, and backup systems, against current and planned future usage demands.
- Review IT governance policies, security controls, and standard operating procedures for adequacy and compliance, and update and formalize these to ensure data integrity, system reliability, cybersecurity, access control, backup and disaster recovery, and service continuity.
- Evaluate system reliability, uptime, and service continuity; diagnose key challenges and bottlenecks affecting performance and resilience; and assess current IT administration capacity to maintain systems and implement quality control measures.
- Support procurement planning and oversee the deployment, configuration, and documentation of additional or upgraded IT infrastructure, software, connectivity packages, and security tools to address identified gaps and support current and anticipated demand.
- Collaborate with government stakeholders and partners to ensure IT systems and policies are responsive to national priorities and sustainably institutionalized within MOH structures.
- Provide hands-on systems administration training and mentorship for MOH IT staff, focusing on routine system maintenance, monitoring, troubleshooting, security management, backup and recovery, and quality control processes to ensure long-term sustainability and service continuity.
- Support country and partner technical staff to ensure project activities are on track and informed by technical expertise.
Required qualifications and experience:
- Bachelor’s degree or higher in Information Technology, Computer Science, Information Systems, Telecommunications, or a related field.
- Minimum 5 years of experience in IT systems administration, network management, or infrastructure management, preferably in public health or development sector contexts in LMICs, preferably in Madagascar.
- Demonstrated experience managing servers, network equipment, connectivity systems, and data security infrastructure in resource-limited or government settings.
- Strong understanding of IT security principles, including access control, data backup and recovery, cybersecurity best practices, and compliance with data governance frameworks.
- Experience developing and operationalizing IT governance policies, SOPs, business continuity and disaster recovery plans.
- Experience working on large USG-funded projects or technical implementation in public health.
- Proven ability to provide hands-on capacity building, training, and mentorship to government or institutional IT staff, with strong documentation and report-writing skills.
- Familiarity with health information systems and digital health platforms (e.g., DHIS2, SORMAS, e-SIL, Power BI) and their underlying IT infrastructure requirements is an advantage.
- English and French proficiency required
- Willingness to travel within Madagascar up to 25%.
Must have legal authorization to work in Madagascar, where the consultancy is based.
