Training and Workforce Development Manager

What You'll Do:

The Office of Human Resources is seeking an experienced training and workforce development professional to drive continuous learning initiatives and strategic succession planning across our agency.  This position will:

  • plan workforce needs and implements strategic human resources initiatives and action plans to ensure agency's compliance with applicable rules, regulations and collective bargaining agreements
  • lead and facilitate focus groups of program managers in identifying key issues (e.g., employee engagement, training & development needs, performance management)
  • establish guidelines and timeframes for regular assessment of professional development needs and determine program effectiveness (e.g., ODH-U, ODH-U Pro, public health competency identification and development)
  • direct and oversee training and workforce development staff
  • organize, facilitate and design instructional learning plans and proposals to address agency skill gaps, focusing on workforce enhancement and knowledge transfer
  • facilitate and oversee learning sessions
  • identify and develop appropriate instructional methods (e.g., distance learning, small group instruction, video streaming) to facilitate succession planning efforts for critical positions and agency functions

 Preferred Qualifications:

  • Strong understanding and proven experience related to workforce development and succession planning
  • Experience in delivering presentations to both small and large audiences
  • Excellent communication and collaboration skills
  • Experience facilitating and/or leading work groups

4 yrs. exp. in human resources. 

-Or completion of undergraduate core program in human resources, business or public administration AND 24 mos. exp. in human resources which included 12 mos. exp. in supervisory &/or management principles & techniques. 

-Or 12 mos. exp. as Human Capital Management Senior Analyst, 64613. 

-Or equivalent of Minimum Class Qualifications For Employment noted above.

Unless required by legislation, the selected candidate will begin at Pay Grade 14, Step 1 of the Exempt Pay Range Schedule ($40.40 per hour), with an opportunity for pay increase after six months ($42.70) of satisfactory performance and then a yearly raise thereafter.

EDUCATIONAL TRANSCRIPT REQUIREMENTS: 

Official educational transcripts are required for all post-high school educational accomplishments, coursework or degrees claimed on the application. Applicants will be required to submit an official transcript prior to receiving a formal offer of employment. Failure to provide transcripts within 5 working days of being requested will cause the applicant to be eliminated from further consideration.  

Please note that a transcript is considered "official" only if it is an original copy from the educational institution and includes an institutional watermark, ink stamp or embossed stamp. Transcripts printed from the institution's website will not be accepted. ODH reserves the right to assess the academic credibility of an educational entity's award of a putative degree.
