This Opportunity

The Project Manager/Procurement lead is responsible for leading complex infrastructure projects from initiation through closeout while overseeing procurement strategy, documentation, contract development, and commercial negotiations. This role blends advanced project management leadership with deep expertise in procurement models—including Professional Services, Design-Build (DB), Progressive Design-Build (PDB), Design-Bid-Build (DBB), and GC/CM delivery. The position supports clients in developing procurement options, preparing contract packages, ensuring governance and probity, and delivering projects in alignment with corporate excellence standards.

The Project Manager/Procurement Lead provides strategic guidance, technical oversight, and administrative leadership throughout the project lifecycle. This includes proposal development, project startup, execution, reporting, risk management, and closeout. The role also supports business development, staff mentorship, and continuous improvement initiatives across the organization. 

Your Impact

Procurement & Contract Management

  • Lead procurement options analysis, delivery model evaluations, and recommendations for major infrastructure projects.
  • Structure, draft, and manage procurement documentation, including RFPs, RFQs, contract forms, and negotiated procurement packages (Professional Services, GC/CM, DB, PDB).
  • Oversee construction contract management, negotiations, risk transfer strategies, and buildability considerations.
  • Provide strategic and technical advice to government authorities and clients regarding procurement, delivery, and operations.
  • Ensure procurement processes adhere to strict governance, probity, and ethical standards.
  • Support and lead the preparation of proposals, commercial submissions, and procurement‑related deliverables.

 

Project Management Leadership

  • Provide PM leadership for large, complex projects, ensuring contributors understand scope, deadlines, and performance expectations.
  • Prepare and oversee project budgets, forecasts, margins, KPIs, and financial performance.
  • Monitor external events, risk contingencies, hours, expenses, and contractual obligations.
  • Facilitate project kickoff meetings, stakeholder engagement, and ongoing client communication.
  • Ensure adherence to project lifecycle requirements including PMP, QP, PSP, RMP/REF, and communication plans.
  • Drive appropriate levels of technical review, QA/QC, and multidisciplinary coordination.
  • Participate in contract negotiations, presentations, and client meetings.
  • Provide written and verbal inputs to project teams and contribute to high‑level strategic advice.

 

Risk, Reporting & Governance

  • Support risk identification, mitigation, and management for internal and external mandates.
  • Ensure regular project reporting to clients, technical teams, and business unit leadership, highlighting scope, budget, and risk issues.
  • Oversee problem‑project reviews, root‑cause analysis, and development of recovery plans.
  • Complete formal project closeout activities, including lessons‑learned documentation.

 

Leadership, Mentorship & Business Development

  • Mentor and guide staff to support professional growth and performance excellence.
  • Manage assigned staff, providing leadership, direction, and performance feedback.
  • Support business development, client engagement, and regional/global initiatives.
  • Collaborate across disciplines to deliver “trusted advisor” service and future‑ready solutions.
  • Uphold ethical decision‑making, corporate policies, and safety standards. 

Who You Are

Required Qualifications

  • Bachelor’s degree in engineering, science, business, or related field; Master’s preferred.
  • 10+ years of experience in project management, procurement, engineering, or infrastructure development.
  • Demonstrated experience preparing procurement documentation and contracts for GC/CM, DB, PDB, or similar models.
  • Project Management certification (PMP, CAPM, or equivalent).
  • Strong understanding of A/E/C project delivery processes and procurement frameworks.
  • Advanced analytical, organizational, and critical‑thinking skills.
  • Excellent interpersonal, communication, and technical writing abilities.
  • Ability to work independently, lead teams, and manage multi‑project environments.
  • Proficiency with MS Office, PM tools, and document management systems.
  • Proven ability to manage QA/QC processes and review technical deliverables.
  • Ability to engage senior management, subcontractors, consultants, and cross‑functional teams.
  • Commitment to safety, ethics, and compliance with corporate policies.
  • Flexibility to adapt to changing priorities and occasional travel requirements. 

 

Preferred Qualifications

  • Experience in transit, water, tunnels, or highway infrastructure projects.
  • Background in contracting or procurement with knowledge of construction scheduling, risk transfer, and buildability assessments.
  • Experience structuring procurement packages for major capital programs.

Compensation:
Expected Salary (all locations): $144,000 - $213,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
