Job Description
Position: Manager of Adult Education & Literacy Programs
Location: Eden Support Center (Programs administered across multiple locations)
Primary Function: The Manager of Adult Education is responsible for the supervision, curriculum design and development and continuous improvement of Adult Education program, on and off-campus, day and evening for Adult Basic Education (ABE), GED®), ESL, High School diploma, and the Groves Alternative Program. These programs operate on a non-traditional school day hours and require travel. This position involves goal setting, budgeting, planning, organizing, coordinating, decision-making, communicating and evaluating. The Manager collaborates with other Adult Education administrators and District Principals in meeting the State and District's strategic directions. The Christina School District is designated to administer the program; therefore, a candidate who is offered the position would be an employee of the District. However, this position and related job responsibilities are determined by the DDOE Director of Adult and Prison Education Resources who have authority for the program and uniform operation of all Adult Education Programs. Funding for this position is awarded annually through State and Federal grants.
Qualifications:
- Eligible for State of Delaware Certification as a School Principal/Assistant Principal or hold out of state certification as a School Principal/Assistant Principal eligible for reciprocity
- Master's degree (as required by certification)
- Professional level of verbal and written fluency in English is required
- Demonstrated experience with teaching and implementing evidence-based practices and program evaluation experience
- Experience with data analysis
- Experience with the Delaware system for accountability and performance (LACES) is preferred
- Demonstrated experience with budget preparation and oversite
- Proficiency using Microsoft Office and Google Suite
- Strong teamwork skills
- Ability to manage marketing efforts that include the use of social media, email blasts, commercials, and splash ads
- Experience with the Request for Proposal (RFP) process is preferred

Months Of Employment: 12 month position
FRINGE BENEFITS: Twenty-four (24) days' vacation per fiscal year; Health Insurance; Life Insurance; Blood Bank; Benefit Stipend to assist with the cost of prescription, vision and/or dental insurance.

RESPONSIBILITIES:
- Work effectively with the State Department of Education to develop, initiate, and maintain a comprehensive and effective adult education program throughout the Christina School District
- Assist and work closely with the State Director to develop partnerships within the WIOA community to create relationships for career and employment opportunities for program participants
- Monitor and assure compliance with critical District, State, and Federal requirements
- Provide leadership regarding current trends, best practices, and promising innovations in Adult Education programs and processes
- Develop and meet the goals and objectives of the Delaware Adult Education State Plan and Middle States Accreditation Plan
- Develop curriculum, instructional methods, and accountability for Adult Education programs, i.e., ESL, ABE/GED and James H. Groves Adult High School
- Implement multi-year and annual plans for the Adult Education grant application
- Monitor instructional and financial activities to ensure compliance
- Oversee all operations and initiatives relating to GED® testing, attainment, and reporting
- Work collaboratively within the State with other Adult Education Program administrators to ensure best practices are being used
- Assist with the development and publication of curriculum materials, textbook recommendations, and course code directories
- Coordinate the development of grants, project proposals, and interagency contracts
- Partner with private sector initiatives.
- Ensure accurate data entry into the Delaware LACES MIS with reviews completed throughout the fiscal year
- Oversee and coordinate One-Stop Center operations with the Department of Labor
- Develop and implement annual program budgets that meet State and Federal requirements including soliciting grant funding to further goals and objectives of the Adult Education
- Ensures compliance with all grant requirements and conditions.
- Facilitate hiring, supervising, training and evaluating support and instructional staff while ensuring that all instructional staff meet State requirements
- Prepare reports to fulfill State and Federal reporting requirements
- Ability to interact effectively with School and District personnel, business, industry, and community leaders
- Other duties as assigned
- Quarterly evaluate program data and develop action plan to address areas of need
- Oversee and create annual MOUs with current partnerships
