Job Description


About the Role

We are seeking an experienced Proposals & Pursuits Manager to own and drive our government contracting pursuit strategy from opportunity identification through proposal submission and award. This role is critical to our growth in the federal, state, and local government markets, with primary responsibility for managing SAM.gov, leading competitive pursuits, and producing compliant, compelling RFP responses.

The ideal candidate brings a strong blend of government acquisition knowledge, proposal leadership, cross-functional coordination, and strategic thinking, with a demonstrated track record of winning government contracts.

Opportunity Identification & Pipeline Management

  • Serve as the primary owner of SAM.gov, including opportunity monitoring, filtering, tracking, and forecasting.
  • Identify, qualify, and prioritize federal, state, and local government opportunities aligned with company capabilities.
  • Maintain and manage a government pursuits pipeline, including bid/no-bid recommendations supported by data and strategy.
  • Partner with business development, sales, and leadership to align pursuits with growth objectives.

Proposal & RFP Management

  • Lead the end-to-end proposal lifecycle for government RFPs, RFIs, RFQs, IDIQs, and task orders.
  • Develop and manage proposal schedules, compliance matrices, and submission checklists.
  • Facilitate proposal kickoffs, color team reviews, and final production.
  • Ensure all proposals are fully compliant with FAR, agency-specific requirements, and solicitation instructions.
  • Oversee proposal writing, editing, and graphics to ensure clarity, accuracy, and persuasive positioning.
  • Manage relationships with subcontractors, partners, and consultants involved in proposal efforts.

Capture Strategy & Competitive Positioning

  • Support capture planning activities, including competitive analysis, win themes, and solution shaping.
  • Collaborate with subject matter experts, pricing teams, legal, and leadership to develop winning technical and management approaches.
  • Track competitor activity, historical awards, and incumbent intelligence.

Process Improvement & Knowledge Management

  • Build and maintain proposal templates, boilerplate content, past performance libraries, and reusable assets.
  • Establish best practices for proposal management, compliance reviews, and quality control.
  • Track proposal metrics, win/loss data, and lessons learned to continuously improve performance.
  • Support audits and internal reviews related to government contracting activities.

Required Qualifications

  • 7+ years of experience managing government RFPs and proposals (federal experience required).
  • Demonstrated hands-on experience managing and sourcing opportunities through SAM.gov.
  • Strong working knowledge of the Federal Acquisition Regulation (FAR) and government procurement processes.
  • Proven ability to manage multiple concurrent pursuits under strict deadlines.
  • Advanced project management and stakeholder coordination skills.
  • Exceptional written and verbal communication skills.
  • Experience working with cross-functional teams, including technical, legal, finance, and executive leadership.
  • High attention to detail with a strong compliance-oriented mindset.

Preferred Qualifications

  • Certified Proposal Manager (APMP) or similar credentials.
  • Experience with IDIQs, GWACs, task orders, and agency-specific contracting vehicles.
  • Background in professional services, technology, consulting, or government services firms.
  • Experience supporting pricing strategies and cost volume coordination.
  • Familiarity with proposal management tools and CRM systems.

Travel


Up to 10% travel, based on business needs.  While our roles are 100% remote, we do get together a few times a year for up to one week.  Employees are given ample notice and attendance is expected.

This position operates in a professional work environment and requires the use of standard office equipment such as a computer, keyboard, mouse, webcam, and phone.

Pay Transparency Statement 


Staritas posts compensation ranges and benefits for all open roles. The compensation range for this position is $140,000 - $160,000, plus a comprehensive benefits package. Compensation offered will depend on factors including experience, skills, geographic location, and internal equity.
