Overview
The Engineer Assistant II applies intermediate-to advanced level engineering principles and practices in planning, designing, preparing and testing various construction, traffic and transportation operations, and maintenance projects to develop or maintain the public infrastructure of the City of Dallas with the intent to actively pursue engineering licensing/registration through appropriate training and exams.
Essential Functions
1 Inspects and monitors construction or maintenance projects to ensure compliance with design specifications and contractual agreements. Coordination, technical support and management for construction-related activities including street and alley construction; street resurfacing; water/wastewater utility lines; storm drainage systems, erosion control improvements, traffic and transportation operations.
2 Provides assistance and guidance to inspectors and supervisors to facilitate their job duties. Provide construction management tools to the supervisors and inspectors to help the City manage projects more quickly and effectively. Develops project improvement techniques using feedback from supervisors.
3 Analyzes engineering project problems in assigned inspection areas for the City of Dallas Capital Projects. Recommends solutions and monitors implementation to ensure projects conform to departmental requirements and city, state and federal regulations. Under the supervision of a registered Professional Engineer, modifies and develops engineering plans and finds engineering solutions for problems in paving, drainage, water, wastewater, erosion control, traffic/transportation operations or other improvements.
4 Revises work performed by contractor, quantity verification and bid items quantity calculations of assigned City of Dallas capital projects. Performs preliminary and final inspections and recommends acceptance of developments. Responsible for assuring that the monthly construction invoices of the assigned projects are accurate, well documented and processed in a timely manner to meet City, State and Federal requirements as applicable based on the Contract documents for each project and environmental and safety requirements.
5.Oversees all aspects of the building process, working closely with supervisors and project managers to develop plans, manage documentation, establish timetables, change orders and resolve issues during construction. Uses improved techniques for reporting requirements including, but not limited to schedules, cost, earned value, and analytics.
6 Monitors and reviews project controls data (schedule and cost) for capital projects. Produces and maintains project records as required for compliance. Monitor, coordinate and review plans and specifications for construction work in the Right-of-Way. Works with department project managers and program managers to evaluate schedule status and provide recommendations to address schedule deficiencies or expedite schedules. communicate well with citizens, consultants, contractors and other city departments.
7 Develops and Track Constructability review checklist for projects under design.
8 Prepares and develops customized reports for program managers/project managers. Prepares detailed data of construction progress and inspection. Prepares various reports on daily, weekly & monthly operations and activities. Prepares various inspection reports as required. Maintains files and reports regarding inspection and plans check activities and findings.
9 Under the supervision of a registered Professional Engineer, applies engineering principles, methods and techniques including the use of computer aided design software to modify and
develop engineering plans specifications and estimates packages and finds engineering solutions for problems in paving, drainage, water, wastewater, erosion control, traffic/Transportation Operations, communications, landfills, transfer stations, plant improvements, and other projects.
10 Assists, supports, and participates in developing scopes of work, tasks, milestones, and project budgets to forecast construction schedules and establish project objectives or process operation, optimization, and
enhancements; prepares design agenda packages for council resolution.
11 Communicates, engages, and interacts with other departments, citizens, consultants, contractors, and other government agencies to coordinate activities and provide information about projects.
12 Reviews, evaluates, and provides feedback on design plans from consultants; negotiates design contracts, develops a cost estimates, and assists with projects from initiation to completion; supports finding solutions for engineering problems and prepares specifications, addendums, and change orders.
13 Visits project sites on field; ensures managers are up to date on project status and reports on project implementation and specifications; compiles construction analytics and prepares documents and reports regarding general activities, inspections, plans check activities, and other findings.
14 Checks, tracks, and monitors invoices; coordinates meetings with consultants and utility companies for invoice review and approval.
15 Performs other work required or assigned.
Knowledge and Skills
1 Ability to manage projects, review and understand design plans, and to generate timely reports.
2 Knowledge of math and engineering principles necessary to do the review of the design work.
3 Roadway and alley design, storm drainage system, water distribution system, sanitary collection system, and project management in engineer design and construction phases.
4 Proficient in verbal and written communication, interpersonal, cooperation with other, showing respect for other, active listening, and handle challenges positively.
5 Evaluating performance of engineering consultants and construction contractors.
6 Directing engineering consultants, construction contractors, and inspectors to complete capital improvement projects (i.e. bond program project).
7 Ability to apply engineering principles and drafting skills using computer-aided drafting and design systems to design engineering plans for construction projects and process development.
8 Knowledge of project scheduling techniques and budget forecasting for construction projects and systems operation.
9 Ability to communicate effectively both orally and in writing.
10 Ability to read and understand engineering designs and plans and ability to perform engineering calculations and evaluations.
11 Basic knowledge of city regulations, department standards, and state and federal regulations which affect engineering design and operating activities.
12 Basic knowledge of construction (i.e., capital improvements) or maintenance (i.e., traffic lighting systems) practices and principles.
13 Ability to write technical and non-technical reports.
14 General knowledge and application of computer software packages.
MINIMUM QUALIFICATIONS:
EDUCATION:
Bachelor’s degree or higher in engineering from program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC/ABET).
EXPERIENCE:
Two (2) years of engineering related experience applicable toward gaining licensure as a Professional Engineer by the Texas Board of Professional Engineers and Land Surveyors (TBPELS).
LICENSES AND CERTIFICATIONS:
Valid driver’s license and good driving record.
Current Engineer-in-Training (EIT) Certification with the intent to actively pursue engineering licensing/registration through appropriate training and exams.
EQUIVALENCIES:
Master’s degree or higher in engineering could substitute the required experience.
An individual who has passed the eight (8) hours of Fundamentals of Engineering (FE) Examination administered by the National Council of Examiners for Engineering and Surveying (NCEES) will qualify (a copy of official exam results must accompany application).
OTHER REQUIREMENTS:
Some positions may be subject to field-work and inclement weather conditions.
Ability to work full time in office, unless otherwise directed by direct supervisor.
Salary Range
