The Program Manager, Revenue Cycle Access Operations, is a strategic partner to senior Revenue Cycle leadership, driving operational excellence and growth across the revenue cycle access portfolio. This role leads enterprise-level project management for access initiatives — from strategic planning through execution and measurable outcomes — ensuring consistency and scalability across multiple locations. The Program Manager builds and applies advanced analytics to identify trends, forecast performance, and inform data-driven decision-making that directly supports access growth and revenue integrity. Partnering closely with the AVP of Revenue Cycle Operations, process improvement teams, and site leadership, this position translates strategic objectives into operational reality, manages a portfolio of concurrent high-impact initiatives, and provides expert guidance on best practices across the access space.

Essential Job Statements

Leads end-to-end project management for strategic access initiatives, including scope definition, timelines, risk mitigation, resource planning, and stakeholder alignment across multiple sites. 

Develops and monitors key performance indicators (KPIs) and dashboards to track access operations performance, identify trends, and measure progress against strategic growth targets. 

Conducts root-cause and trend analysis using revenue cycle access data to inform strategic recommendations to senior leadership and support continuous improvement. 

Responsible for coordinating development of policy and guidelines as it pertains to the Revenue Cycle space. 

Translates organizational strategic objectives into actionable operational plans, project roadmaps, and measurable milestones in conjunction with the Revenue Cycle leadership. 

Partners with data/analytics teams to build reporting infrastructure that supports forecasting, capacity planning, and access growth strategy. 

Leads and facilitates meetings around operations and strategic initiatives for all Revenue Cycle supported locations. 

Presents strategic findings, project status, and performance analytics to senior Revenue Cycle leadership to drive informed decision-making. 

Works closely with department leadership, Revenue Cycle leadership, and others to improve and sustain service excellence, communicating gaps/barriers as appropriate to key leaders and facilitating improvement strategies. 

Leads cross-functional teams through change management associated with new initiatives, process redesigns, and technology implementations; performs other duties as assigned in support of the VCUHS mission. 

Performs other duties as assigned and/or participates in special projects in order to support the mission of VCUHS. Provides assistance to team members. Accepts alternate assignments, as required.

Employment Qualifications

Required Education: Bachelor's degree in Healthcare Administration, Business, Finance, or related field required. 

Preferred Education: Master's degree preferred. 

Licensing/ Certification

Licensure/Certification Required: N/A

Licensure/Certification Preferred: Project Management Professional (PMP) certification or equivalent preferred. 

Minimum Qualifications

Years and Type of Required Experience: Minimum of 5 years of progressive revenue cycle, access operations, or healthcare project management experience required. Demonstrated experience leading strategic, cross-functional projects with measurable outcomes required. 

Prior supervisory or management experience preferred.

Other Knowledge, Skills and Abilities Preferred: Ab Proficiency in data analytics, dashboard development, and reporting tools (e.g., Excel, Power BI, Tableau) strongly preferred. 

Working Conditions: Periods of high stress and fluctuating workloads may occur. General office environment. Required to car travel to off-site locations, occasionally in adverse weather conditions. May have periods of constant interruptions. Prolonged periods of working alone.
