The N.C. Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state’s aviation authority, the division manages state and federal airport infrastructure development grant projects, in collaboration with local government owners of the state’s 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation workforce development and flight services for state agencies.

The Aviation Finance Officer reports to the Aviation Director. The position manages the day-to-day accounting responsibilities for the Division of Aviation, including receipt, review, and payment of invoices, maintenance of the division’s project accounting structure, and initiating project creation and funding documents in the accounting system in coordination with the Division’s operating units. This position also manages the creation of purchase requests/orders, reconciles purchase card transactions, and conducts financial analysis and reporting for the division. It provides customer-focused service to division staff and collaborates with the Modal Consolidated Business Systems team to develop and implement related fiscal and financial procedures and processes.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC 14 $52,592 – $92,036

Management prefers applicants with the following:

  • Knowledge of generally accepted accounting principles and practices.
  • Knowledge of appropriate business administration, purchasing, and budgeting practices and ability to research, interpret, and implement statewide rules for budget execution.
  • Knowledge of current accounting and financial management systems
  • Skill in using accounting systems and MS Excel to generate customized reporting documents regarding any financial information relevant to the division’s operation.
  • Demonstrated ability to develop and maintain effective working relationships with associates, other State, Local and Federal officials and the public.

Minimum Education and Experience

Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role, or an equivalent combination of education and experience.
