For more information, visit www.worldbank.org The Development Economics (DEC) Vice Presidency DEC is the primary hub of the World Bank's knowledge system. Through its various functions – research, global analysis and development data – it serves member countries and the Bank in generating knowledge and absorbing, disseminating, and utilizing it for economic development and poverty reduction around the world. DEC seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services to the Bank and the development community. DEC's structure reflects these objectives, comprising the Development Research Group, Development Data Group, Global Indicators Group, Development Impact Evaluation Group, and a Development Policy unit. The Development Economics Planet (DECPT) unit complements other units within DECRG to provide intellectual leadership, technical assistance and substantive advice to counterparts inside and outside the World Bank on all aspects of agriculture, environmental management, climate, infrastructure, and urbanization. Within DECRG, the Land Team conducts research, analytical work, and policy dialogue on land rights, markets, and use as well as property taxation and delivery of public services. It also supports collection of data on the regulatory and institutional environment governing land rights and land use as a basis for advice to client countries and operational teams at (sub-) national, regional, and global levels. On this basis, it also supports operational teams in the design and evaluation of interventions to document land rights and use the data generated in this a to improve operation of land and financial markets, own source revenue generation and delivery of public services, and land use. Responsibilities The DECRG Land team supports global monitoring of land data and research on institutional arrangements for land policy and implementation, and has ongoing research projects on land taxation, evaluation of land titling interventions, and efforts to improve rural land and factor market functioning. The team is expanding the range of its impact evaluations and is using new global geospatial and institutional data to prepare reports that will inform World Bank strategies and project interventions. The ETC will support the unit's research program by supporting work on implementing impact evaluations of innovative programs that aim to use farmer and land registries to improve productivity of land use, effectiveness of public support, and land value capture. The ETC is expected to facilitate learning across regions and countries. Implications for other regions and operational approaches will be drawn out with the objective of allowing lesson learning across countries. Operationally, the ETC will support generation and analysis of global spatial and institutional data to help increase resilience, inform design of policy reforms, and measure institutional effectiveness to provide input into analytical products that will inform Bank lending. The ETC should be able to linked these to ways of monitoring and evaluating impacts that can result in research products and generate support for such research products within the Bank and beyond.
