Position Overview
We are seeking a highly analytical and detail-oriented Program Analyst join our team in supporting a CPE Maneuver Air Project office with resource management and financial execution. This role acts as a primary focal point for financial analysis, budget execution, and manpower tracking
The ideal candidate will possess hands-on experience with the General Fund Enterprise Business System (GFEBS) and a deep understanding of Army appropriation types, including Operations and Maintenance, Army (OMA), Aircraft Procurement, Army (APA), and Research, Development, Test, and Evaluation (RDTE). Would like the candidate to have past experience in Out-of-Service/Internal Operating Budget (IOB) planning phases through full execution, ensuring compliance with federal financial regulations
Key Responsibilities

• Manage, track, and execute funding across multiple appropriations including OMA, APA, and RDTE. • Perform commitment, obligation, and disbursement tracking within GFEBS. • Reconcile financial records and resolve Unliquidated Obligations (ULOs) and Negative Unliquidated Obligations (NULOs). • Serve as a Subject Matter Expert (SME) for GFEBS transactions and reporting. • Utilize GFEBS modules such as Funds Management (FM) and Cost Management (CM) to monitor budget execution • Assist in formulating and updating the Internal Operating Budget (IOB). • Analyze historical execution data to provide recommendations for current and future year spend plans • Facilitate mid-year reviews and year-end close-out procedures. • Track and reconcile manpower allocations, labor execution, and personnel funding requirements. • Coordinate with program managers to align civilian and contractor manpower requirements with available funding profiles. |
Minimum Qualifications
- Experience: Minimum of 3–5 years of experience in federal financial management or defense program analysis.
- GFEBS Expertise: At least 2 years of hands-on experience navigating GFEBS (specifically FM and CM modules)
- Education: Bachelor's degree in Finance, Accounting, Business Administration, or a related discipline
- Clearance: Must possess or be able to obtain an active Secret Security Clearance.
- Appropriation Knowledge: Proven experience executing and tracking OMA, APA, and RDTE funding.
Preferred Qualifications
- Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) certification.
- Prior experience managing Army Manpower systems (such as G-8 requirements).
- Experience with Audit Readiness and Financial Improvement and Audit Remediation (FIAR) standards
