Job Description

The Luzerne County Court of Common Pleas is seeking a dedicated and experienced professional to serve as the Deputy Civil Court Administrator. This leadership position functions as the Civil Administrator for the Court and is responsible for overseeing the Civil Division’s daily operations and administrative functions.
The position manages and directs the work of the Civil Division, ensuring the efficient processing and coordination of the court’s civil jury matters, civil non jury matters, and Orphans’ Court cases. The role includes supervising civil court staff, supporting judicial workflow, and maintaining high standards of accuracy, timeliness, and service to the public, attorneys, and court partners.

Job Duties

  • Oversees Civil Division operations and provides direct supervision to civil court staff to ensure efficient, accurate, and timely case processing.

  • Ensures proper assignment of all civil cases to civil division judges and serves as a resource to staff by addressing questions from lawyers and self-represented litigants on civil matters.

  • Ensures that any filings sent to the civil motions email are addressed properly and in a timely manner.

  • Collaborates with the Civil Division judges and attorneys on updates to the Local Rules of Civil Procedure, ensuring consistency across all court divisions.

  • Coordinates full bench recusals for Court of Common Pleas judges and provides support with any related issues.

  • Oversees Orphan’s Court operations, including guardianship and estate matters, and works with Orphan’s Court judges to address issues.

  • Oversees Juvenile Court operations and works with the Juvenile Court judges to address issues.

  • Manages state and county elected Constables by updating and implementing policies, overseeing the Constable Review Board, and reviewing and responding to complaints filed against Constables.

  • Develops policies and procedures for electronic filing, electronic assignment of cases, service requirements, and statistical reporting.

  • Serves as a liaison to key court-related offices, including the Prothonotary’s Office, Register of Wills, and the Recorder of Deeds and participates in interdepartmental meetings to address any issues or propose improvements.

  • Manages special projects and reporting by preparing analytical reports, compiling statistical data for the District Court Administrator and President Judge.

  • Supervises the Civil Mediation Hearing Officer, reviews their monthly performance, and ensures civil court judges effectively utilize the Hearing Office.

  • Collaborates with the Jury Board Room on civil trial lists, with particular attention to complex civil cases such as medical malpractice and product liability.

Minimum Qualifications

  • Bachelor’s degree in Judicial, Business, or Public Administration, or a closely related field; PLUS

  • Three years of experience in court management or four years of varied office management work, including professional-level experience in budgeting, procurement, and human resource management.

  • An equivalent combination of education, experience, and/or training may be considered.

Additional Requirements or Preferences

  • Satisfactory criminal background check required.

  • A Juris Doctorate is strongly preferred.

  • Experience and knowledge of the law in aspects of Orphans’ Court, including estate administration and guardianships, is strongly preferred.

  • Working knowledge of IQS Solutions preferred.

Salary information

Starting Annual Salary Range: $64,750-$88,490

Current Maximum Annual Salary: $135,969
