Job Title: Lead FOIA Analyst / Team Lead – National Park Service FOIA Support
Location: Primarily on-site in Washington, DC
Employment Type: Full-Time, Exempt
Salary Range: $95,000 – $125,000+ annually, commensurate with experience and leadership background. Salary reflects additional coordination and team lead responsibilities.
Clearance / Investigation: U.S. citizenship required; must be able to obtain and maintain a favorable Public Trust background investigation.
About the Opportunity
Lead a team of FOIA Analysts supporting the National Park Service Washington Area Support Office in delivering high-quality, compliant FOIA support across a decentralized national organization.
This key role combines hands-on FOIA processing expertise with leadership, workload management, quality oversight, and direct coordination with government stakeholders. The position makes a direct impact on public transparency for America's national parks.
Key Responsibilities
This position includes all FOIA Analyst duties, plus the following leadership responsibilities:

Serve as the contractor's primary point of contact for technical direction, workload assignments, and coordination with the Contracting Officer's Representative.

Assign, distribute, and monitor work among FOIA Analyst team members.

Manage internal scheduling, priorities, and surge support to meet deadlines and quality standards.

Provide mentorship, guidance, and quality oversight on complex FOIA cases, redactions, exemptions, and responses.

Ensure overall team performance, compliance, and timely delivery in accordance with the contract and Performance Work Statement.

Escalate issues appropriately and support continuity of operations and risk mitigation.

Contribute to process improvements, reporting, and efficient workflow management.

Maintain strong working relationships with NPS FOIA leadership and stakeholders.
Minimum Qualifications

Minimum of three years of FOIA support experience of similar size, scope, and complexity.

Demonstrated ability to support full lifecycle FOIA processing in a federal or comparable environment.

Strong knowledge of FOIA intake, tracking, search coordination, review, redaction, exemption application, response preparation, and case file management.

Strong organizational, communication, and interpersonal skills suitable for team coordination and government interface.

Ability to manage high-volume workloads, competing priorities, and statutory deadlines.

Proficiency with Microsoft Office Suite, Adobe Acrobat, and FOIA/case management or records systems.

U.S. citizenship and ability to pass a background investigation.
Preferred Qualifications

Five or more years of relevant FOIA experience, with demonstrated success in high-volume or complex federal programs.

Prior supervisory, team lead, quality control, or workload management experience in a FOIA or records management environment.

Experience with litigation support, including Vaughn Indices and appeals coordination.

Experience handling complex, high-profile, expedited, or litigation-sensitive FOIA requests.

Advanced education, specialized FOIA training or certifications, or proven ability to mentor staff and improve processes.

Experience supporting NPS, DOI, or similar decentralized federal agencies.
