The Building and Grounds Specialist performs advanced irrigation and water management duties while supporting the maintenance, repair, and overall operation of state facilities and grounds. This position plays a vital role in ensuring efficient water usage, maintaining safe and functional building systems, and preserving the appearance, safety, and integrity of public properties throughout the year. Responsibilities require technical expertise, independent judgment, and a strong commitment to preventative maintenance and operational excellence in both indoor and outdoor environments.
This position is located in Cheyenne, a steadily growing community along the Front Range that remains true to its Old West heritage. Residents enjoy convenient access to mountain biking, skiing, hiking, fishing, hunting, and a variety of other outdoor recreation opportunities. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
- Responsible for performing specialized duties for irrigation systems/water management and weed and pest management programs.
- Operates, repairs adjusts, and installs a variety of complex equipment.
- Performs preventive maintenance on building facilities and grounds and assists other trades assistants and contractors on projects as required.
- May be required to be on call and adjust work shifts to accomplish specialist duties.
- Receives maintains, and conducts an inventory of building and grounds supplies assists with establishing the bi-annual budget, and purchases supplies needed.
- Performs calibration and mixing of various chemicals.
- Monitors water use, water budget, and schedule.
- Assist with the training of new employees in specialized and routine daily duties.
- Operation and maintenance of hand and power tools.
- Maintain landscaping in summer involves grass mowing, trimming, and maintaining trees, shrubs, and flowers.
- Snow removal in the winter months.
- Moves furniture and set-ups for functions and events.
- Provides recycling services to all State-owned and leased buildings.
- Required to work during a snow event when State offices are closed.

KNOWLEDGE:
- Skill in oral & written communications, and ability to read and follow instructions.
- Knowledge of Personal Protective Equipment.
- Knowledge of proper grounds equipment usage.
- Knowledge of irrigation systems and operation.
- Knowledge of weed and pest chemical use.
- Knowledge of safety procedures and protocols.
- Ability to operate a personal computer.
- Ability to be flexible to work and supervise in multiple facilities that may have more or less staff than normally assigned and be capable of transferring knowledge to a different environment.
- Ability to work with co-workers and customers.
- Ability to deal with difficult personalities professionally.

- Exposure to hazardous chemicals.
- Working in extreme weather conditions.
- Must be able to drive vehicles.
- Must be able to lift up to 50 pounds.
- Ability to pass a background check.

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time position.
Current employees are accepting a promotional opportunity, so recruitment must be opened to the public.
One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
