Data Analyst II (Data Management Analyst)

The Data Analyst reports to the Chief Information Security Officer and works within the Information Technology Division. This position assists with agency-wide data management work and ensures governance guidelines are followed across data systems within the Texas Department of Insurance (TDI) Agency. This position will work under moderate supervision with limited latitude for the use of initiative and independent judgment.

 

This position:

·         Identifies KPIs and develops metrics to track and measure business performance.

·         Creates and maintains datasets, reports, and dashboards using data analytics platforms and related tools.

·         Assists with creation and maintenance of tailored data literacy resources both for agency-wide staff and specific to certain areas of the agency.

·         Creates and maintains technical and business data catalogs and metadata for various datasets.

·         Publishes and maintains datasets consumed across the agency.

·         Assists with efforts to ensure data quality across both structured and unstructured data.

·         Maintains data access to staff based on organizational data governance requirements.

·         Collaborates with data engineers and IT professionals to optimize data collection, storage, and retrieval processes.

·         Assists with other data management duties as assigned.

·         Travel is required up to 5% of the time. If travel is over 10%, you must maintain a state of Texas Driver’s License.

 

This position requires: 

·         Graduation from an accredited four-year college or university with a degree in data processing, computer science, business administration, or a related field.

·         Two years of experience in data analysis and data research work.

·         Regular work attendance.

·         Education and experience relevant to position may be substituted for one another on a year-for-year basis.

 

Preferences for this position include:

·         Power BI, Tableau, or SAS certification.

 

This position requires demonstrated knowledge of:

·         State laws, rules, procedures, and regulations relevant to job requirements.

·         Data management principles.

·         Data analysis and reporting using Power BI or SAS.

·         Knowledge of statistics and analyzing data sets.

·         Running queries, report writing, and presenting findings.

·         Record keeping, including security procedures for handling, protecting, and distributing confidential data.

 

This position requires demonstrated skill in:

·         Problem solving and critical thinking.

·         Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

·         Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.

·         Extracting data from related systems and programs.

·         Conducting data searches.

·         Evaluating and translating large amounts of data.

·         Effective oral and verbal communication.

·         Working effectively with coworkers, subject matter experts, and management.

·         Tactful communications; both verbal and written. 

 

This position requires the demonstrated ability to:

·         Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.

·         Learning new data tools and technologies to apply in the agency’s data environment.

·         Maintain the confidentiality of sensitive information.

·         Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.

·         Manage workload and priorities to meet necessary deadlines.

·         Work both independently and as a team player.

·         Establish and maintain effective working relationships with both internal and external customers.

·         Interpret technical information.

·         Compile, review, and analyze data.

·         Prepare reports.

·         Communicate effectively.

·         Research and document problem solutions.
