Job Description
The Civil Recruiter is responsible for leading full-cycle recruiting efforts focused on attracting, engaging, and hiring top talent within the water and wastewater construction sector. This role partners closely with hiring managers and leadership to support strategic hiring initiatives across field operations, project management, engineering, and corporate functions.
The ideal candidate has experience recruiting in construction, preferably civil, utilities, or water/wastewater—and understands the urgency, competitiveness, and technical nature of the industry.
Primary Responsibilities:
Manage full-cycle recruiting for positions including Project Engineers, Superintendents, Project Managers, Estimators, and skilled craft professionals within water/wastewater construction.
Partner with hiring managers to understand workforce needs, project pipelines, and required skillsets.
Develop and execute targeted sourcing strategies using job boards, networking, industry associations, and direct outreach.
Build and maintain a strong pipeline of qualified candidates for current and future project needs.
Conduct candidate screenings, interviews, and assessments to evaluate technical qualifications, cultural fit, and project alignment.
Coordinate and facilitate interviews between candidates and hiring teams.
Lead offer process including compensation discussions, approvals, and closing candidates.
Track candidate activity and maintain accurate records in the Applicant Tracking System (ATS).
Provide market insights related to talent availability, compensation trends, and competitor activity.
Represent the company at career fairs, industry events, and college recruiting initiatives.
Support employer branding efforts to position the company as a top employer in the civil construction industry.
Technical Skills:
Experience with ATS platforms (e.g., Dayforce, iCIMS, Workday, etc.), Handshake, and LinkedIn Recruiter.
Experience with Microsoft Word, Excel, PowerPoint, and Outlook.
Quaifications:
Bachelor’s degree in in Human Resources, Business, or related field (or equivalent experience).
5 (five) years minimum of recruiting experience, preferably in construction, engineering, or a related industry.
Experience recruiting for civil, infrastructure, or water/wastewater projects strongly preferred.
Strong understanding of construction roles, project structures, and terminology.
Proven ability to manage multiple requisitions in a fast-paced environment.
Excellent communication and relationship-building skills.
Experience with ATS platforms (e.g., Dayforce, iCIMS, Workday, etc.), Handshake, and LinkedIn Recruiter.
Experience with Microsoft Word, Excel, PowerPoint, and Outlook.
Ability to influence hiring decisions and guide managers through the recruiting process.
