Job Description

The City of Johnson City, Tennessee is accepting applications for a Development Coordinator in the Planning Services department. The employee performs difficult professional and intermediate administrative work as primary liaison between city and developers. Processes site plans and subdivision plats; provides zoning and subdivision code interpretation and advice to developers, builders, and general public; does related work as required. Work in this class involves responsibility for assuring that all new and existing developments conform to the regulations of the Johnson City Zoning and Subdivision Codes. Employees in this class typically perform duties requiring extensive knowledge of planning principles and working knowledge of engineering principles. Work involves detailed analyses of subdivision and building site plans to ensure compliance with City regulations and reasonable development processes. Work assignments require substantial independent judgment and ability to make technical decisions. General supervision is provided by the Planning Manager during progression of work.

Essential Functions of Position:

  • serves as the primary contact between city and developers, providing interpretation information, advice, and assistance to developers where needed;
  • administers the subdivision process;
  • administers the planned unit development, mobile home park, and multi-building development processes, according to appropriate procedures;
  • administers commercial development review processes
  • conducts pre-development meeting with developers;
  • reviews and processes subdivision plats, commercial civil plans, single and multi-family developments, and right-of-way abandonments
  • presents casework to the Board of Commissioners and Planning Commission;
  • coordinates bond process (posting & releasing);
  • supervises the Senior Planning Technician and the Planning Technician
  • visits project sites to observe progress and compliance with code requirements;
  • advises the Director and other city officials on the effectiveness of current regulations and development procedures and makes recommendations for change as necessary;
  • prepares text amendments
  • assists with long-range planning assignments
  • reviews building plans for compliance with the Zoning Code and with subdivision plats, where appropriate;
  • maintains professional knowledge and skills;
  • takes part in continuing education, training, seminars, etc., as necessary to stay current with law, zoning practices, ;
  • performs sign finals, zoning finals
  • performs related tasks as

Required Knowledge, Skills and Abilities: Thorough knowledge of urban planning principles, including the relationship between land use and transportation design; general knowledge of civil engineering, surveying, and subdivision practice; some knowledge of construction principles; general knowledge of municipal public works construction and maintenance requirements associated with streets, sanitary and storm sewers, and right-of-way maintenance; ability to establish positive working relationship with developers and builders, municipal officials, and the general public; ability to speak fluently before public authorities, e.g. City Commission, Planning Commission, Board of Zoning Appeals, Board of Dwelling Standards and Review etc. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on typewriter and/or computer keyboard for data entry. Ability to speak clearly.

Acceptable Experience and Training: Graduation from an accredited college or university with a Bachelor's Degree in planning, civil engineering, geography, construction science, urban studies, historic preservation or related field. Master's preferred and extensive experience in subdivision and development procedures; or an equivalent combination of experience and training which provide the required knowledge, skills and abilities. AICP is preferred. Pre-employment physical, and background check required.
