Job Description:
The Senior Contract Specialist II (SCS II) serves as a senior-level acquisition professional providing expert contracting support across the full procurement lifecycle. This role requires mastery of Federal contracting principles, regulations, and procedures, and operates with a high degree of independence on complex, sensitive, and high-value procurement programs. The SCS II advises program officials, leads negotiations, and serves as a technical resource for the organization's contracting operations.


Skills & Responsibilities:

Provide Cradle to the Grave Federal Procurement and Acquisition Assistance, not limited to, but including:


Contracting Knowledge & Regulatory Compliance

  • Applies mastery of Federal contracting principles, laws, Executive Orders, and regulations to pre-award and post-award actions across supplies, services, equipment, and construction
  • Prepares and executes complex competitive procurements under FAR Part 15, including solicitations, source selections, contract awards, and modifications
  • Ensures all procurement actions meet applicable legal and regulatory requirements and safeguard the Government's interests

 

Acquisition Planning & Strategy

  • Assists program officials in developing statements of work, procurement strategies, evaluation plans, and pricing methodologies
  • Analyzes business needs to determine appropriate contracting vehicles and develops procurement plans based on market conditions and program history
  • Proposes and executes acquisition innovation techniques to reduce timelines and promote efficiency, with Contracting Officer concurrence

 

Contract Administration & Oversight

  • Administers contracts across multiple types (FFP, FPIF, FPAF, T&M), monitoring contractor performance, approving payments, and verifying deliveries
  • Executes modifications and conducts in-depth analysis of contractor financial and management systems to assess performance and compliance

 

Cost, Price & Financial Analysis

  • Applies advanced price/cost analysis techniques to solicitation documents and evaluates contractor proposals for new awards, changes, and follow-on acquisitions
  • Supports budget development for planned procurements and performs financial analysis in environments with limited historical cost data

 

Negotiation

  • Leads complex negotiations as the primary cost/price negotiator, applying advanced techniques to ensure best value and protect the Government's interests
  • Determines negotiation positions through in-depth review of contractor management, financial, and operational data, reconciling differences between technical specialists

 

Contract Closeout

  • Manages the full closeout process including final payments, performance verification, and contract cancellations for non-performance or Government convenience
  • Prepares agency responses to protests and ensures all legal and regulatory closeout requirements are met

 

Grants & Financial Assistance Management (Required Upon Demand)

  • Awards and administers grants and cooperative agreements; determines awardee eligibility, negotiates terms, and monitors compliance with reporting requirements
  • Conducts post-award reviews, resolves audit findings, and assesses the financial stability of grant recipients

 

Interagency Agreement Management (Required Upon Demand)

  • Prepares and processes Interagency Agreements via Treasury G-Invoicing or Forms 7600A/7600B, coordinating with internal and Servicing Agency personnel to resolve issues

 

Leadership, Communication & Stakeholder Engagement

  • Provides technical guidance to senior leadership, program offices, and less experienced team members on complex or sensitive procurement matters
  • Serves as the central point of contact for internal and external stakeholders, presenting findings clearly in written and oral formats and proactively applying regulatory changes

 

Qualifications:

  • A bachelor's degree with a major in any field and 24 semester hours in any combination of the following disciplines:
    • Accounting, Business, or Finance
    • Law, Contracts, or Purchasing
    • Economics or Industrial Management
    • Marketing, Quantitative Methods, or Organizations and Management
  • Eight (8) or more years of direct experience in Federal contracting, including:
    • At least one (1) year of specialized experience equivalent to the Federal Government GS-14 grade level
    • Demonstrated knowledge, skills, and abilities consistent with the requirements listed


Desired Qualifications

  • FAC-C (Professional) 
  • DAWIA in Contracting (Professional)
  • NCMA CFCM or CPCM
  • Other equivalent non-Federal contracting certifications or qualifications

  • Primary Location: Remote
  • Onsite Requirements: None; 100% Remote
