Job Description

Develops a systematic productivity-based program to increase access, improve patient, clinician and supporting staff experience. Implements best scheduling practices to increase productivity. Utilizes historical performance data to create schedules, collaborating with management and clinician leadership to ensure streamlined operations. Conducts training for like demand flow for new programs. Serves as a liaison to operations and clinical administration to ensure alignment. Responsible for creating, executing, and monitoring a schedule management system. Administers program operations and administrative functions such as budget, policies, marketing, outreach, training etc. Contributes to the design of program content, policies and strategic planning efforts. May oversee staff, students, volunteers, agency workers and/or resource employees.

The Program Administrator is a motivated, organized and highly efficient individual who will take the Business Continuity/Recovery leadership role in the Office of Safety and Emergency Management. The Program Administrator will work closely with Administrative Director and across the Medical Enterprise for the ongoing management of the Business Continuity Program, Business Disruption Financial Recovery Process, and Environment of Care. This position will also work with external partners, including TJC, CMS, EPA, OSHA, CDPH, Radiological Health Branch and LAC-EMS Agency. Formulate recommendations, analyzing information, problems, situations, and procedures to define objectives, identify patterns and improvements in work from home strategies. Prepares concise reports, correspondence and other materials as related to the Environment of Care, CMS, EPA, OSHA, CDPH, Radiological Health Branch, and LAC-EMS Agency. USC/Keck is a complex and highly matrixed medical enterprise, working collaboratively among cross-functional teams with many internal departments and leaders.

Essential Duties:

  • Assist business units in developing and maintaining individual department Business Continuity plans, including test exercises and training.
  • Schedule and facilitate Business Continuity activities, including incident response and business impact analyses, to ensure disaster preparedness capabilities across the enterprise.
  • Maintain comprehensive Business Continuity program documentation. Track program performance, specifically to ensure continuity of care and safety for staff, patients, visitors as well as optimum service to the community in assisting with response to a mass casualty incident.
  • Schedule annual audit of business impact analysis for Keck Medicine of USC business units.
  • Prepare annual reports and analyses for presentation to executive leadership.
  • Work closely with Administrative Director on the investigation process of third-party business disruption incidents resulting in financial loss to the medical enterprise (causing organization to operate under emergency operations, cause loss(es), threaten life, property, or the environment of care)
  • Prepares reports, compile statistics and deliver training for assigned programs of the Environment of Care. (safety, security, life safety, utilities, medical equipment, emergency management).
  • Work closely with a wide variety of hospitals, county agencies, ambulatory care, and physician practices to communicate Safety and Emergency management programs existing across the Keck Medicine network.
  • Develop comprehensive project plans to be shared with clients as well as other staff members.
  • Provide formal and informal training to Keck Medicine of USC staff.
  • Organize and manage data analysis for the Environment of Care.
  • Assist the Office of Safety and Emergency Management with special projects and programs.
  • Coordinate continuity communications capabilities and technology capabilities for the enterprise ensuring that systems are interoperable, robust, and reliable.
  • Develop and maintain effective relations with widely diverse groups such as staff members, faculty, patients, and family, on a variety of complex issues and administrative tasks.
  • Establish constructive working relationships with members of departmental staff by performing duties in a cooperative and helpful manner.
  • Communicates clearly in conveying complex problems and proposals in both formal and informal settings.
  • High degree of business acumen, excellent project management and organizational skills. Excellent interpersonal skills with the ability to interface with business unit leaders, auditors, regulators, and third-party representatives.
  • Performs other duties as assigned.

Required Qualifications:

  • Req Associate's degree Degree in a related field
  • Req Bachelor's degree Degree in business, management discipline, or equivalent experience.
  • Req 2 years Experience directly related to Business Continuity/Recovery program.
  • Req Demonstrated professional experience building and interpreting Business Impact Analysis.
  • Req Demonstrated experience in the routing and handling of mass emergency communications.
  • Req Experience in managing, collecting information and preparing complex reporting for financial recovery data.
  • Req Knowledge of recovery time objectives, facility recovery, information technology recovery, and human resources recovery.


Preferred Qualifications:

  • Pref Master's degree

Required Licenses/Certifications:

  • Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)
  • Req Specialty Certification ABCP, AHPCP or CBCP Certification.

The annual base salary range for this position is $68,640.00 - $112,370.00.
