Head of Care Transformation and Utilization Strategy
Job Description
Responsibilities: Patient Steering & Redirection Strategy Define and lead active steerage frameworks directing members to preferred, high‑quality, cost‑effective providers
Sponsor and oversee preferencing‑based member redirection models across channels and journeys
Utilisation & Length‑of‑Stay Transformation Lead strategic initiatives to optimise inpatient length of stay and reduce inappropriate utilisation
Drive cross‑functional alignment to address unwarranted variation through policy, pathways, and incentives
Site‑of‑Care Optimisation Sponsor identification of procedures suitable for migration from inpatient to day care or lower‑cost settings
Oversee design and enablement of site‑of‑care shifts
Pre‑Authorisation Strategy & Enablement Lead PA strategy as a utilisation and steering lever, including prioritisation of procedures and providers
Sponsor onboarding and early stabilisation of the PA vendor to support behavioural change and adoption
Provider & Network Transformation Leadership Partner with Provider / Network Management teams on future‑state network and steering models
Lead strategic provider discussions related to transformation initiatives and participation alignment
Performance & KPI Ownership Own delivery of agreed KPIs across steering effectiveness, utilisation reduction, LOS optimisation, site‑of‑care shifts, and PA adoption
Review performance with analytics and operations teams and direct corrective actions where targets are at risk
Qualifications: Required Bachelor’s degree in Healthcare, Business, or related field 15+ years experience, including network / provider strategy leadership Proven track record in utilisation, steering, and cost management transformation Strong experience in provider engagement and negotiations Preferred Experience within payer, insurer‑led, or integrated delivery models Familiarity with pre‑authorisation frameworks, vendor management, and utilisation controls Ability to balance clinical credibility with commercial and network considerations Core Competencies Strategic mindset with strong execution capability Influential stakeholder and provider relationship management Data‑driven and outcome‑focused approach Ability to lead change across providers without direct authority *Candidates with more experience will be considered for the Director grade
