Since 24 September 2017, Plan International has been responding to the Rohingya refugee influx in Cox’s Bazar with special focus on protecting girls and boys from violence, abuse, neglect, and exploitation; improving hygiene and sanitation; and restoring access to safe, quality, and inclusive education for refugee children and adolescents. For the past three decades, our work in Bangladesh has made a significant impact, and we are now looking for a Programme Specialist – Climate Resilience and Disaster Risk Reduction.

 

The Role

 

The Programme Specialist – Climate Resilience and Disaster Risk Reduction (CR&DRR) provides strategic, technical, and operational leadership for the implementation, quality assurance, and growth of Plan Bangladesh’s Climate Resilience and Disaster Risk Reduction portfolio.

The position serves as the lead manager of the flagship DURBAR: Girls-led Climate Solutions project, ensuring high-quality delivery of interventions related to climate change adaptation (CCA), disaster risk reduction (DRR), youth leadership, community resilience, climate-resilient livelihoods, climate-linked SRHR, and locally led adaptation. DURBAR aims to strengthen the resilience of youth, particularly girls, to climate shocks and stresses through youth-led action, strengthened institutions, improved preparedness systems, and climate-resilient livelihood opportunities.

Beyond DURBAR, the role supports the management and expansion of Plan Bangladesh’s broader CR&DRR portfolio, contributing to programme design, donor engagement, proposal development, technical innovation, knowledge generation, and strategic partnerships. The incumbent will ensure that resilience programming remains gender-transformative, youth-centered, evidence-informed, locally led, and aligned with national priorities such as the National Adaptation Plan (NAP), Bangladesh Delta Plan 2100, Climate Prosperity Plan, Standing Orders on Disaster (SOD), and relevant global frameworks including the Sendai Framework for Disaster Risk Reduction.

The role acts as a key technical resource for climate resilience programming and contributes to positioning Plan Bangladesh as a leading organization in locally led adaptation, youth-led climate action, and community resilience.

 

What we’re looking for

  • Climate Resilience & Disaster Risk Strategy Visionary: A Master’s degree in Climate Change, Environmental Science, Disaster Management, or a closely related discipline, serving as the foundation to provide strategic, technical, and operational leadership across our flagship portfolio.
  • Seasoned Portfolio & Project Commander: At least 6 years of progressively responsible professional experience in climate resilience, DRR, and humanitarian programming, backed by a minimum of 3 years strictly dedicated to steering large-scale donor-funded projects.
  • Field-Rooted Operational Leader: A minimum of 2 years of hands-on experience working at the Upazila or district level. You know what it takes to navigate local community structures, coordinate with local government institutions, and drive real impact directly on the ground.
  • Financial Steward & Compliance Architect: Proven capability in leading full-lifecycle Project Cycle Management (PCM), managing multi-million-Euro portfolios (EURO 2-3M), and handling complex budgets, forecasts, and stringent donor compliance with absolute precision.
  • National Policy & Framework Expert: A deep, authoritative understanding of Bangladesh’s climate and disaster policy landscape, including the National Adaptation Plan (NAP), Bangladesh Delta Plan 2100, Standing Orders on Disaster (SOD), and global frameworks like the Sendai Framework.
  • Business Development & Growth Driver: A proactive professional with a demonstrated track record in resource mobilization, donor intelligence gathering, and crafting winning concept notes and proposals to strategically expand the portfolio.
  • MEAL & Knowledge Management Champion: A technical resource who works hand-in-hand with MEAL teams to capture airtight data, extract robust evidence and lessons learned, and package complex project insights into high-quality donor reports and case studies.

Location: Bangladesh Country Office (with 60% Travel required)

The selected candidate will receive an initial one-year contract for this position, with a high possibility of extension based on performance and availability of funds. Only Bangladeshi citizens are eligible to apply.

 

Salary package for this position is BDT 147,106.00 – 165,495.00 monthly Cost to the Company along with other benefits, i.e., hospitalization benefit for spouse and children, contributory provident fund, gratuity, festival bonus, leave, group insurance, yearly medical check-up for employees, mobile allowance, parental leave and day care facilities.
