The Secretariat of the WTO is seeking to fill an Implementation Specialist (Communications & Knowledge Management) in the Strategy, Planning and Transformation (SPT) Division.

Presentation of the Division and Section

The WTO Secretariat's SPT Division is responsible for driving implementation of the Secretariat Strategy 2030 and fostering coherence, strategic alignment, and good knowledge management practices across the organization. The SPT Division is helping to develop Secretariat strategic planning and resource allocation capabilities, strengthen horizontal coordination, extend the use of metrics, foster innovation, and enhance knowledge management (KM). The Division works with staff from across the Secretariat, and reports to the Director-General's Office.

The KM section within the SPT Division supports knowledge management across the Secretariat and implementation of the Strategy 2030's Knowledge Hub strategic goal.  

This is an opportunity to be a part of a small, dynamic team committed to establishing new functions, breaking down divisional silos, fostering innovation and future-proofing the Secretariat.

A short-term contract will be offered for a period of six months, beginning as soon as possible.

GENERAL FUNCTIONS

In 2025, the WTO's external auditors conducted a performance audit of Secretariat knowledge management and relevant aspects of the Strategy 2030 and made several recommendations for improvement of existing practices and strategy implementation. The SPT Division is seeking an individual to support implementation of these recommendations. The recommendations relate, inter alia, to the elaboration of an implementation roadmap for the Knowledge Hub strategic goal and the development of templates, tools, and systems for stakeholder communications and for monitoring and reporting on the Strategy 2030 and implementation progress.

Reporting to the Director of the SPT Division and the Chief of the KM section, the selected candidate will contribute to supporting implementation of the Secretariat Strategy 2030 and recommendations made in the 2025 performance audit. This individual must be open to and enthusiastic about strategy and innovation. They must possess the energy, adaptability and creativity to drive, and inspire others to embrace, positive change.

The selected candidate will carry out the following functions:

Under the general supervision of the Director and the Chief of the KM section, and in collaboration with relevant internal stakeholders:

  • Produce explanatory materials, Intranet articles, and varied communications for staff, as well as speaking notes and reports for senior management.
  • Support the preparation and delivery of progress reports to senior management, including advising on reporting structure, format standardization, and content optimization.
  • Help design and implement templates for regular reporting to stakeholders, including to WTO members at the Committee on Budget, Finance and Administration (CBFA).
  • Conduct a review of existing practices: At the WTO, for reporting to the CBFA; and in other international organizations, for reporting on strategy implementation progress.
  • Support the planning and organization of stakeholder engagement events and outreach.
  • Help establish and maintain a reporting and monitoring framework for strategy implementation, with a strong emphasis on communication channels, alongside supporting the development of tools and standardized templates.
  • Support the monitoring and follow-up of audit recommendations, with a focus on structured reporting, regular communication, and coordination with responsible divisions.
  • Support efforts to build a culture of innovation in the Secretariat.

REQUIRED QUALIFICATIONS

Education:

A university degree in communications, public or business administration, international relations, law, economics, or a related discipline is required. Additional degrees or qualifications related to the subject matter of this position would be an asset.

In addition to being flexible, pragmatic, and result-oriented, the ideal candidate should have:

  • Excellent written and oral communications skills in English; ability to write and edit for clarity, simplicity, and accessibility;

  • Highly developed organizational and multi-tasking skills;

  • Demonstrated ability to translate technical information into clear narratives and communication plans, with defined audiences, messages, channels, cadence, and success metrics;

  • Ability to design and produce concise, high-quality content across different formats and tools; skilled at turning information and data into compelling stories and insights;

  • Experience setting up end-to-end reporting workflows, aligning inputs across teams, and using analytics to refine content, ensure continuous improvement, and demonstrate impact over time would be an asset;

  • Good understanding of the WTO and the rules-based multilateral trading system and the role of the Secretariat within that system would be an asset;

  • Proficiency across Microsoft Office 365 suite (Word, Excel, PowerPoint, Teams etc.) is required; experience with AI and other digital tools or communications platforms, video editing, visual storytelling, or in data visualisation, would be an asset.

  • Experience in one or more of the following areas would be an asset: strategy development and implementation; change, project, or knowledge management; stakeholder engagement; monitoring and evaluation; communications; data analytics; data visualization; translating messages into engaging visual and communication materials, and agile ways of working.

Work experience

A minimum of three years of experience in a relevant field, such as strategy, communications, monitoring and evaluation, project management, business administration, international trade.

Languages

Fluency in English is required; good knowledge of French and/or Spanish would be an asset.
