The program intends to support the Solomon Islands Government to improve the quality and accessibility of infrastructure across the provinces, delivering outcomes that contribute to broad-based, inclusive and sustainable economic growth.

The Role
 

  • Support MID staff in the planning, execution and monitoring of roads projects to improve delivery discipline, quality and timeliness.
  • Assist MID to strengthen project management practices across the project lifecycle, including planning, scheduling, supervision and reporting.
  • Regularly visit project sites and support MID staff in the correct implementation of works in accordance with contract documentation and technical specifications.
  • Assist MID staff to administer roads contracts effectively, including reviewing contractor work programs, methodologies and schedules.
  • Support MID to supervise and monitor contractor performance, ensuring works meet required quality standards and contractual obligations.
  • Assist MID staff to hold contractors accountable for performance, non-compliance and quality issues, including the provision of clear and timely contractual directions.
  • Support MID staff in reviewing and verifying contractor progress claims prior to payment.
  • Assist MID staff to assess, administer and document contract variations, including accurate calculation and verification of quantities.
  • Provide guidance on the management of claims, variations and contractual issues in a consistent, transparent and defensible manner.
  • Support MID to strengthen cost control, financial accountability and value-for-money outcomes across roads projects.
  • Provide on-the-job mentoring and practical skills transfer to MID staff in project management and contract administration of roads projects.
  • Support MID staff to develop confidence in managing road contractors and administering contracts independently.
  • Assist MID to improve internal coordination, communication and reporting practices relating to road projects.
  • Assist MID staff with the preparation of monthly project reports and other required documentation.
  • Contribute inputs to SIIP program reporting, donor briefings, and other reports as required.
  • Liaise closely with SIIP, DFAT, supervisory consultants and contractors to ensure a coordinated approach.

About You

· Tertiary qualification in civil engineering, transport engineering, or a closely related discipline.

· Demonstrated experience in roads project management and contract administration, including contractor supervision, claims, variations, quantities and cost control.

· Proven experience in improving contractor performance and work quality through effective oversight and enforcement of contractual requirements.

· Strong experience providing hands-on mentoring and capacity strengthening to government counterparts.

· Demonstrated experience working in the Pacific region, preferably in the Solomon Islands, including an understanding of local institutional and delivery contexts.

· Strong understanding of health, safety, environmental and social safeguards relevant to roads infrastructure projects.
