Position Overview
We are seeking an experienced Costing Manager to oversee cost planning, budgeting, and financial control for data center construction projects in Japan.
This role represents the owner-side cost management function, responsible for maintaining overall project cost discipline, reviewing contractor pricing, and ensuring projects are delivered within approved budgets.
The position will report to the Senior Director of Costing at the company headquarters and will work closely with both global and local project stakeholders.
While supporting projects in Japan, the role will align closely with the global cost management strategy, standards, and reporting framework established by headquarters.
The Cost Manager will collaborate with internal teams, appointed cost consultants, general contractors (ゼネコン), and project teams to manage cost performance throughout the project lifecycle—from design development through construction completion.
The role will also serve as the key owner-side cost lead for Japan projects, ensuring transparency, accountability, and alignment between project budgets, contractor pricing, and overall investment objectives.
Key Responsibilities
Cost Planning & Budget Management
- Develop and maintain project budgets and cost plans for data center construction projects.
- Monitor project CAPEX against approved budgets and provide ongoing cost forecasting.
- Support project teams by identifying cost risks, opportunities, and mitigation strategies.
- Track cost performance throughout the project lifecycle and ensure alignment with approved financial targets.
Cost Control & Reporting
- Monitor project cost performance and conduct cost variance analysis.
- Prepare cost reports and provide insights to internal stakeholders regarding cost drivers and financial performance.
- Maintain cost benchmarks and cost databases relevant to the Japanese construction market.
- Provide recommendations to improve cost efficiency and project profitability.
Contractor Cost Review
- Review contractor cost proposals, commercial submissions, and cost breakdowns.
- Evaluate change orders and variation claims submitted by contractors.
- Assess cost impacts of design changes and project scope adjustments.
- Support value engineering initiatives to optimize construction costs while maintaining project performance and quality.
Consultant Coordination
- Work closely with appointed cost consultants to review cost estimates, cost plans, and project cost reports.
- Validate consultant outputs and ensure alignment with project budgets and internal financial requirements.
- Coordinate cost-related discussions between consultants, contractors, and internal project teams.
Contract & Commercial Support (Optional)
- Support commercial discussions with contractors and suppliers from a cost perspective.
- Review contractual cost implications and provide recommendations to project leadership.
- Assist in managing cost-related contractual matters including variations, claims, and dispute resolution.
Qualifications
- Bachelor’s degree in Architecture, Civil Engineering, Construction Management, or related field.
- Minimum 10 years of experience in cost management, cost control, or quantity surveying within construction or industrial projects.
- Experience with large-scale construction projects in Japan is required.
- Experience working with data center, industrial, infrastructure, or mission-critical projects is preferred.
- Strong understanding of Japanese construction market practices and contractor pricing structures.
- Experience reviewing contractor estimates and managing project cost controls.
- Proficiency with tools such as Excel, cost management software, and project management tools (KENPLAN, D-Cube, CostX, Primavera, or similar).
- Native or near-native Japanese and business-level English required for collaboration with local and global teams.
- Valid work authorization for Japan or eligibility for appropriate work visa.
Preferred Certifications
- Construction Cost Management Specialist (建設コスト管理士)
- Cost Estimator Certification (積算士)
- Quantity Surveyor (QS) or other relevant cost management certifications
