SOSi is seeking an International Special Operations Forces (SOF) Integration and Assessment Subject Matter Expert (SME) to support our customer in managing international partnership initiatives, country plans, engagement activities, and international agreements. This role supports efforts to strengthen integration and collaboration with partner nations while ensuring alignment with strategic objectives, operational priorities, and resource investments across the Command Enterprise.

The SME will support the planning, coordination, and execution of international engagements and exchange programs, maintain country-level operational planning documentation, assist with multinational coordination efforts, and support the management of Memorandums of Agreement (MOAs) and Memorandums of Understanding (MOUs) related to liaison and exchange officer programs.

Essential Job Duties

  • Draft, staff, and coordinate country plans, roadmaps, MOAs, and MOUs in support of partnership objectives and Commander’s guidance.
  • Support international negotiations and staffing actions related to Foreign Liaison Officer (FLO) and Exchange Officer (EXO) programs with partner nations.
  • Develop and maintain partner nation country plans outlining Operations, Activities, and Investments (OA&Is).
  • Coordinate with Theater Special Operations Commands (TSOCs) and headquarters directorates to ensure country plans align with strategic priorities and mission objectives.
  • Provide quarterly updates and annual assessments of J3-I country plans and partnership initiatives.
  • Coordinate with J3-I branches and other stakeholders to maintain accurate operational and planning information.
  • Provide SME support for the planning, coordination, and execution of international engagement events and multinational initiatives.
  • Support development of engagement strategies and planning efforts for new international agreements and partnerships.
  • Maintain databases of international agreements related to J3-I liaison, exchange officer, and SOLO programs.
  • Prepare staffing packages and documentation for senior leadership and Chief of Staff-level approvals.
  • Perform security, escort, and facility close-out procedures in accordance with division security protocols.
  • Current Top Secret Clearance with SCI Eligibility
  • Master’s degree in international relations, economics, or related field.
  • Graduate of Dept. of State Foreign Service Institute or equivalent US military program of instruction. 
  • Served as Foreign Service or Foreign Area Officer with 10+ years’ experience as a member of a US embassy country team, deployed developmental worker, or other member of Dept. of State or US Agency for International Development.
  • 3 years’ experience in a federal agency, GCC, or service headquarters in policy development, international agreements, and strategy. 
  • 2 years’ experience or academic coursework in negotiations. Acceptable example would be experience negotiating Memos of Agreement or Understanding.

Work Environment

  • Onsite with normal office conditions. 
  • Travel may be required to various Continental US (CONUS) and Outside CONUS (OCONUS) non-hazardous locations
