The University of Cape Town (UCT) is seeking to appoint a highly competent and dynamic individual to the permanent position of Deputy Director: Consolidated Management Reporting & Budgeting.
Reporting to the Director: Management Accounting, the Deputy Director will be responsible for agile management reporting at both an operational as well as consolidated institutional level, and to provide support in relation to the annual budget process. This includes:
• Being the lead on all aspects of management reporting and the generation of these for Council-Controlled and Non-Continuing operating activities, ensuring the timeous delivery to all key stakeholders.
• Consolidating and analysing annual budget submissions in relation to these operating activities and providing support to the Director: Management Accounting throughout the annual budget process, and
• Ensuring people performance and business processes, policies and tools remain appropriate to support decision-making.
REQUIREMENTS FOR THE JOB:
- An NQF7 qualification in Accounting, Finance or similar field (e.g., BCom Accounting (Hons)) with registration with a financial professional body.
- At least 10 years’ recent and relevant experience working in Accounting or Finance, of which at least 7 years must be in a mid-to-senior management level with well-developed leadership and management skills.
- A broad knowledge and understanding of finance and budgeting, with proven high-level analytical and interpretive abilities.
- Ability to lead and motivate a large team.
- Excellent communication (verbal and written) and interpersonal skills.
- An ability to interact successfully with individuals across various levels, within and external to the organisation.
- A commitment to the provision of excellent client service in a cross-cultural environment.
- Proven computer literacy in the use of MS Office at an intermediate level.
- Ability to multi-task, prioritise work appropriately, work under pressure and to work independently and accurately with minimal supervision.
- Attention to detail, report writing, good presentation skills and an uncompromising attitude to meeting deadlines without sacrificing quality.
THE FOLLOWING WILL BE ADVANTAGEOUS:
- Previous exposure to management and financial accounting in a higher education institution.
- Experience in the SAP ERP system.
- Experience in the IDU Budgeting and Reporting system.
KEY RESPONSIBILITIES INCLUDE BUT NOT LIMITED TO:
- Line Management for operationally devolved Finance Manager positions.
- Provide leadership in the management accounting section and ensure that systems and processes are geared toward the achievement of work objectives and the maintenance of a motivated work force.
- Provide financial awareness, accountability, and fiscal responsibility across the entire University.
- Assist the Director: Management Accounting in providing input into the development of strategic and operational plans that will ensure the financial sustainability of the university.
- Assist the Director: Management Accounting in supporting the executive and senior management at all levels to explore financial implications of strategic alternatives and assist management to shape the way forward.
- Assist in the planning and coordination of the annual budget process of the University.
- Prepare a consolidated University operating budget for presentation to the various internal management structures and ensure that sufficient detail and support (i.e., analysis, related narratives) is provided to facilitate meaningful deliberation, iteration and decision-making regarding resource allocation.
- Develop, compile, and submit consolidated quarterly management accounting reports (incorporating analysis and related narratives) for governance and oversight committees (e.g., University Executive, University Finance Committee, Council).
- Manage and maintain a Data Analytics and Business Intelligence model in support of decision-making.
- Responsible for the continuous management and oversight of internal controls and compliance in alignment with institutional policies, including that of other ad-hoc accounting responsibilities, reporting and projects.
