Budget: The budget assigned to this study will cover all costs associated with carrying out the various tasks listed in the scope of the study.

Location: Three key sites: Saloum Delta (Senegal), Banc d’Arguin National Park (PNBA) and the Bijagos Islands (Guinea-Bissau).

Duration: 60 days from 1 July 2026

The overall objective of this study is to assess the scale of the waste problem at the three project sites and to propose a waste management strategy that will help restore biodiversity habitats along the migration route.

EXPECTED DELIVERABLES:

The overall objective of this study is to assess the scale of the waste problem at the three project sites and to propose a waste management strategy that will help restore biodiversity habitats along the migration route.

Specifically, the study will:

  • Conduct a comprehensive assessment of the waste situation (types, volumes, sources and areas of accumulation) at the project’s three key sites: the Saloum Delta (Senegal), Banc d’Arguin National Park (PNBA) and the Bijagos Islands (Guinea-Bissau).

  • Identify the current and potential impacts of waste on habitats, migratory birds, marine biodiversity and local communities.

  • Analyse existing practices for the collection, sorting, transport, disposal, recycling and recovery of waste. Identify the institutional, community and private sector stakeholders involved or who could potentially be engaged.

  • Propose a waste management strategy with a list of concrete measures to be implemented, specific to each site;

  • Formulate realistic recommendations regarding waste recovery, including recycling, composting, biogas or other solutions adapted to the local context.

QUALIFICATIONS REQUIRED:

The consultant or head of the study team must hold at least a master’s degree in one of the following fields: Environment, Waste Management and Recovery, Sustainable Development and/or Livelihoods, or any other field deemed relevant. They must also demonstrate solid experience in biodiversity conservation and improving the living conditions of rural populations, particularly in waste management and recovery, and improving the livelihoods of indigenous communities in protected areas. They must:

  • Possess in-depth knowledge of waste value chains.

  • Preferably possess skills in waste recovery, particularly in relation to biogas;

  • Have regularly carried out initiatives to mitigate human impacts on biodiversity.

  • Have a good understanding of climate issues along the Atlantic Flyway.

  • Have a good knowledge of the project area, particularly the three key sites.

  • Speak at least one local language in the project area.

  • Possess a good approach to integration and communication in rural communities.

  • Demonstrate analytical skills in producing reports with recommendations for improving livelihoods.

  • A CV detailing the consultant’s or consultancy team leader’s ability to carry out the work.

  • A proposal comprising a technical and financial bid of no more than 10 pages. The technical proposal must clearly outline the methodology for carrying out the study, as well as a schedule of activities. The proposed financial proposal must be linked to various technical actions.

Selection will be based on the relevance of the technical proposal in relation to the cost, as well as the experience of the candidate or consultancy firm.
