We are searching for an experienced Trade and Supply Chain Analyst to work on the Katalis Phase II program in Jakarta, Indonesia. Program Overview Katalis Phase II (2026–2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA‑CEPA) through two mutually reinforcing pillars: Pillar 1: IA‑CEPA institutional architecture policy reform (secretariat and implementation support). Pillar 2: Skills, Businesses Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) to test, scale, and commercialise inclusive, climate‑smart business models with Indonesian SMEs and Australian partners. About the Role The Trade and Supply Chain Analyst supports effective IA‑CEPA implementation under Katalis Phase 2 by providing applied analysis, data, and operational insights on trade processes, supply chain performance, and administrative barriers affecting market access and commercial outcomes. The role focuses on identifying practical constraints in trade facilitation, logistics, and regulatory processes that limit the timely, predictable, and cost-effective movement of goods, services, and investment. Working under the guidance of the Trade Policy Specialist, the Analyst contributes to evidence generation, diagnostics, and monitoring of trade and supply chain performance. The position emphasises detailed analysis of process inefficiencies, permit and compliance challenges, and private sector experience to support improved transparency, reduced administrative friction, and strengthened conversion of trade opportunities into commercial and investment outcomes. Primary Responsibilities Trade Process and Supply Chain Analysis - Analyze end-to-end trade and supply chain processes, including licensing, customs clearance, logistics, and distribution. - Identify bottlenecks affecting timeliness, cost, predictability, and reliability of trade flows. - Map key steps, actors, and regulatory touchpoints across priority sector supply chains. Non-Tariff and Administrative Barrier Diagnostics - Support identification and documentation of non-tariff barriers (NTBs) and administrative constraints affecting trade. - Analyze operational issues such as permit delays, inconsistent procedures, and compliance burdens. - Provide structured analytical inputs to support Trade Policy Specialist-led reform diagnostics. Trade Facilitation and Logistics Performance - Collect and analyze data on permit processing timelines, customs clearance efficiency, and logistics performance and trade transaction costs. - Identify inefficiencies affecting supply chain performance and competitiveness. - Support analysis of trade facilitation measures under IA‑CEPA. Data Collection, Tracking, and Evidence Generation - Compile, clean, and maintain datasets on trade flows, permits and approvals, supply chain and logistics indicators. - Support development and maintenance of tracking tools, dashboards, and evidence systems. - Ensure availability of high-quality, structured data to inform analysis, monitoring, and reporting. Private Sector and Operational Feedback - Support collection of firm-level and sector-level feedback on trade and logistics constraints. - Document and analyze practical challenges faced by exporters and importers, logistics providers, and investors. - Translate operational challenges into clear, structured analytical inputs. Support to Investment and Sector Analysis - Provide analytical inputs on supply chain, logistics, and operational risks affecting investment decisions. - Support sector-level analysis by identifying supply chain gaps, infrastructure and logistics constraints. - Contribute to analysis of trade-to-investment conversion challenges. Monitoring and Reporting Support - Track implementation progress related to trade facilitation improvements, NTB-related process changes, and supply chain efficiency gains. - Support preparation of analytical inputs for reporting and governance briefings. - Identify and flag implementation bottlenecks and emerging operational issues. Knowledge and Documentation - Prepare concise analytical notes, process maps, and summaries. - Document trade procedures, bottlenecks, and improvements over time. - Support development of business-facing guidance materials (e.g. process flows, regulatory pathways, practical guidance). Collaboration and Program Support - Work closely with Trade Policy Specialist (NTBs and reforms) and Trade Investment Economist (investment and strategy). - Coordinate with government, private sector, and program stakeholders. - Ensure compliance with GEDSI, safeguards, and program requirements. - Undertake any other responsibilities as assigned by the supervisor.
