Global Expense Policy & Controls Analyst

Job Description

This global role strengthens the company’s employee expense and corporate card governance by using advanced analytics, pattern recognition, behavior monitoring, system controls, and policy leadership. The analyst analyzes spending behaviors across all regions, identifies systematic non compliance, and prepares violation reports directly for the AP Manager.
Although day to day detailed auditing is performed by the Expense Audit Team, this role is accountable for driving global insights, identifying repeat offenders, refining controls, and shaping best in class employee expense practices. The Specialist also designs a global card limit framework based on role, seniority, spend category, and risk level.
This position maintains global T&E, mileage, per diem, and card policies, configures system limits and audit rules in Oracle, supports sustainability reporting, clarifies PO vs P Card vs T&E, manages keyword screening, and proposes automation/RPA enhancements.
 

Pattern & Behavior Analysis (Core Function)
• Analyze global expense and card data to detect patterns, trends, and behavioral risks.
• Identify repeat violators, suspicious behaviors, and regions/teams with higher risk signals.
• Use multi-lingual keyword analysis, merchant patterns, weekend/holiday spend analysis, and frequency detection to surface anomalies.
• Produce monthly violator reports for the AP Manager including: 
o Repeat offenders
o Potential misuse patterns
o Behavior trends by role, region, or merchant type
o High risk categories (fuel, gifts, tips, subscriptions, meals, etc.)
• Recommend corrective actions, escalations, or coaching interventions.

Partnership with the Audit Team
• Audit team performs the transaction level auditing.
• This role: 
o Consumes their findings
o Aggregates insights
o Identifies behavior trends
o Performs root cause analysis
o Escalates systemic issues
• Work with Data analytics team on global exception dashboards summarizing audit results by region, business unit, violation type, and recurrence.

Best in Class Card Limit Framework (Roles & Seniority)
• Build a global methodology to assign card limits based on: 
o Role seniority
o Travel frequency
o Business unit spend patterns
o Historical risk
o Local purchasing norms
• Recommend dynamic limits (e.g., higher limits for sales leaders, embedded controls for high risk regions).
• Review limit thresholds quarterly based on spend behavior, audit findings, and risk classification.
• Implement MCC blocks, category controls, and receipt thresholds in Oracle and with banks/card providers.

Global Policy Governance
• Maintain and update global policies including: 
o T&E
o Corporate Card
o Mileage
o Fuel
o Per Diem
• Provide clarity around: 
o Personal expenses (non reimbursable)
o Double dipping (meals vs per diem, mileage vs fuel, cash vs card, etc.)
o Cash vs corporate card rules
o Meals vs per diem usage
• Maintain global consistency with localized versions for tax/legal compliance.

Automation & Robotics (RPA)
• Identify tasks suitable for automation such as: 
o Receipt matching
o Duplicate detection
o Exception routing
o Reminder nudges

Global Training & Education
• Lead global training for employees and managers, focusing on: 
o What is allowed vs prohibited
o Cash vs card
o Mileage vs fuel
o Meals vs per diem
o PO vs P Card vs T&E
o How to avoid violations
• Publish global FAQs, guidelines, and micro training videos.
 

Required
• 2 years in T&E, AP, Internal Audit, or Financial Compliance.
• Strong analytical skills (Excel, Power BI).
• Strong communication skills.
 

Preferred
• Experience with keyword analysis.
• RPA or automation workflow experience.
• Procurement card or purchasing governance background.
• Experience in global shared service or multinational environments.
• Understanding of global compliance constraints (per diem, mileage, tax).
• Experience with Oracle Internet Expenses
