Job Description

The Ohio Department of Higher Education is a Cabinet-Level agency for the Governor of the State of Ohio that oversees higher education for the state. The agency's main responsibilities include authorizing and approving new degree programs, managing state-funded financial aid programs, and developing and advocating policies to maximize higher education's contributions to the state and its citizens.

The Data Management and Analysis division is responsible for the collection of Higher Education Information (HEI) system data and the activities around the use of that data. Data management staff work with institutions to submit data, troubleshoot errors and warnings that occur during the submission process, and provide guidance on how to interpret data elements in the system. In addition to providing support to the institutions for data submission, the Data Management and Analysis area also provides data and analyses to fulfill the ad hoc reporting requirements of the agency, the legislature, governor, and public, and fulfills data requests related to higher education.

Data Analyst, Perkins Reporting - Administrative Staff and unclassified pursuant to §124.11 (A) (30) and §3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education (ODHE). Reports to the Director of Data Management & Analysis. This position will spend 70% of working time focused on Postsecondary Career and Technical (CTE) data processes and reporting.

Job Duties

  • Uses SQL, Python, and R to extract, clean, merge, and validate HEI and non‑HEI datasets for the purposes of Postsecondary CTE processes.

  • Serves as technical lead for data area procedures and policies for CTE related programming to career center staff, campus staff, ODHE staff, and public at-large.

  • Develops reproducible scripts, automated processes, and documentation to support ongoing state and federal reporting.

  • Conducts research and analyzes data from HEI and national higher education data sources using SQL, Python, or R.

  • Analyzes and reviews data to identify data reporting issues and to ensure data reliability and validity for queries, reports, publications, and other Postsecondary CTE purposes.

  • Responds to routine internal and external data requests using relational database and other data tools appropriate for generating reports.

  • Represents ODHE to deliver speeches and presentations at meetings/conferences.

  • Participates in development and revision of CTE program policies and procedures related to data management.

  • Other duties as assigned.

  • Bachelor’s degree.
  • Strong quantitative and analytical skills.
  • Proficient with use of SQL and at least one other scripting language.
  • Experience with making presentations and leading discussions.
  • Solid customer service skills and team work experience are essential.
  • Strong oral and written communication skills are necessary. Ability to organize and express ideas concisely.

Preferred Qualifications

  • Master’s degree or two years’ experience in a postsecondary, higher education setting.

  • Knowledge and professional work experience in career-technical education systems.

Final candidate must successfully complete background check and drug screen.
